COMMITTEE SUBSTITUTE FOR ORDINANCE NO. 980734
Authorizing
a special committee of the City Council to investigate the development of the
public safety radio system.
WHEREAS,
it is important to the efficient operation of the City that the Council
determine the events leading to the development of the current public safety
radio system; and
WHEREAS,
this task has been commenced by a committee appointed by the Mayor as an
investigating committee; and
WHEREAS,
to provide the widest range of lawful tools to the committee, including the
power to subpoena witnesses and administer oaths, the Council must authorize
the work of the special investigating committee; NOW, THEREFORE
BE
IT ORDAINED BY THE COUNCIL OF KANSAS CITY:
Section
1. That a special committee to be known as the Public Safety Radio
System Investigating Committee is established.
Section
2. That members of the Public Safety Radio System Investigating
Committee shall be Council members Teresa Loar and Kelvin Simmons, and that
Council member Jim Glover shall serve as chair of the committee.
Section
3. That the Public Safety Radio System Investigating Committee shall be
empowered to do all things necessary and proper to fully investigate the
development of the current public safety radio system, including exercise the
powers granted by City Charter 24 to issue subpoenas and administer oaths.
Section
4. That the Public Safety Radio System Investigating Committee is
directed to limit its expenses relating to the issuance of subpoenas to $5,000.00
and to refrain from exercising its subpoena power after September 1, 1998.
