ORDINANCE NO. 130613

 

Declaring it necessary to establish the grades along proposed Shoal Creek Parkway from N. Harrison Street to N. Woodland; and directing the City Clerk to publish notice and to record this ordinance.

WHEREAS, the Council finds that for the public good it is necessary that the grades on proposed NE Shoal Creek Parkway, in Kansas City, Clay County, Missouri, be established; and

WHEREAS, the Council further finds the Director of Public Works, has caused the plans and specifications for Project Number 70-052304, Shoal Creek Parkway, Harrison Street to Woodland to be prepared; NOW, THEREFORE,

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

Section 1. That finding it necessary to establish grades on eastbound and westbound Shoal Creek Parkway, beginning approximately 113.73 feet east of the centerline of N. Harrison St, easterly to Woodland Avenue, all being in Kansas City, Clay County, Missouri, the Council hereby directs that the City Clerk cause a notice of said grade changes to be published in the newspaper doing the city printing, on each day of issue of said newspaper for a period of ten (10) days, starting on or about the date following the passage of this ordinance, and providing a period of thirty (30) days for remonstrance starting the same day as the first day of the publication.

Section 2. That grades shall be of the nature described and specified in, and shall be done in accordance with the plans and specifications prepared and certified by the City Engineer under the supervision of the Director of Public Works and identified as KCMO Project Number 70-052304 Shoal Creek Parkway, Harrison Street to Woodland Avenue Improvements, the same being on file in the Office of the Director of Public Works and being incorporated herein by reference.

Section 3. That the establishing of grades is hereby authorized to commence when this ordinance becomes effective, and shall be built in accordance with the plans and specifications as described in Section 2 of this ordinance; locating and defining the grade points of said streets on the proposed project centerline stationing, as found on said plans, said centerline being described by distance and bearings, control points, and stationing; said grade points being connected by straight grades (tangents) or vertical curves between such grade points, the elevations of which are herein given below in feet (NAVD88 directrix), along with other pertinent alignment data, to-wit:

Coordinates and bearings are based upon the Missouri State Plane Coordinate System, 1983, Missouri West Zone. Stations below are as referenced in said street plan for Project Number 70-052304.

All grade points are on the new centerline of eastbound and westbound Shoal Creek Parkway, as herein described, and as found in said plans in the office of the Director of Public Works, and are shown to wit:

Baseline/centerline of Eastbound Shoal Creek Parkway is described as follows:

Beginning at a point at Sta. 200+00.00, with a horizontal control point of N1136903.36, E2769947.74; thence S89 degrees 45 minutes 59.93 seconds E, a distance of 442.14 feet to a point of curvature beginning at Sta. 204+42.14, with a horizontal control point of N1136901.56, E2770389.77; thence along said curve to the left, having a delta angle of 24 degrees 21 minutes 02.55 seconds, a radius of 1200.00 feet, and an arc length of 510.00 feet to its point of tangency at Sta. 209+52.14, having a horizontal control point of N1137006.30, E2770885.08; thence N65 degrees 52 minutes 57.52 seconds E, a distance of 220.89 feet to a point of curvature beginning at Sta. 211+73.02, with a horizontal control point of N1137096.55, E2771086.69; thence along said curve to the right, having a delta angle of 23 degrees 54 minutes 27.23 seconds, radius of 1200.00 feet, and an arc length of 500.72 feet; to its point of tangency at Sta. 216+73.74, with a horizontal control point of N1137201.29, E2771572.62; thence N89 degrees 47 minutes 24.75 seconds E, a distance of 316.73 feet to a point of curvature beginning at Sta. 219+90.47, with a horizontal control point of N1137202.45, E2771889.35; thence along said curve to the left, having a delta angle of 10 degrees 27 minutes 08.22 seconds, radius 1000.00 feet, and an arc length of 182.43 feet to its point of tangency at Sta. 221+72.90, with a horizontal control point of N1137219.71, E2772070.71; thence N79 degrees 20 minutes 16.52 seconds E, a distance of 124.00 feet to a point of curvature beginning at Sta. 222+96.90, with a horizontal control point of N1137242.65, E2772192.57; thence along said curve to the right, having a delta angle of 11 degrees 14 minutes 39.47 seconds, radius 800.00 feet, and an arc length of 157.00 feet to its point of tangency at Sta. 224+53.90, with a horizontal control of N1137256.42, E2772348.71; thence S89 degrees 25 minutes 04 seconds E, a distance of 57.13 feet to Sta. 225+11.03, with a horizontal control point of N1137255.84, E2772405.83.
