ORDINANCE NO. 130026
Appropriating $900,000.00 from
the Unappropriated Fund Balance of the Public Mass Transportation Fund;
designating requisition authority; and recognizing an emergency.
WHEREAS, the
City desires to provide public mass transportation for the citizens of the City
and supports current transit operations and the future expansion of rail
transit operations; and
WHEREAS, further
costs must be incurred now to continue these efforts on a timely basis; and
WHEREAS, it is
appropriate to use available reserves in the 1/2 cent sales tax for public
transportation to achieve these objectives; and
WHEREAS, the
City would like to build an intermodal transportation model which is capable to
interface with the platform of a variety of transportation modes including bus transit,
bike, streetcar, and light rail; and
WHEREAS, the
City would like to continue to work with the downtown communities to attract
more business/residential developments in the downtown by providing accurate
transportation/traffic information; and
WHEREAS, the new
transportation model will provide comprehensive transportation information to
KCATA and assist it in its planning efforts; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:
Section 1. That the
sum of $900,000.00 is hereby appropriated from the Unappropriated Fund Balance
of the Public Mass Transportation Fund (No. 2080) to the following account of
the Public Mass Transportation Fund:
13-2080-891310-B Transportation
Planning $900,000.00
Section
2. That the Director of Public Works is hereby designated requisitioning
authority for Account No. 13-2080-891310.
Section
3. That this ordinance appropriating money is recognized as an emergency within
the provisions of Section 503(a)(3) of the City Charter and shall take effect in
accordance with that section.

I hereby certify that
there is a balance, otherwise unencumbered, to the credit of the appropriation
to which the forgoing expenditure is to be charged, and a cash balance,
otherwise unencumbered, in the treasury, to the credit of the fund from which
payment is to be made, each sufficient to meet the obligation hereby incurred.
