ORDINANCE NO. 190031

 

Authorizing the Director, Chief Engineering Officer, Chief Financial Officer and Utility Asset Manager of the Water Services Department to act as the City’s designated authorized representatives for participation by the City through its Water Services Department in the Missouri State Revolving Fund Program in accordance with state requirements administered by the Missouri Department of Natural Resources.

 

WHEREAS, the KC Water Cost of Service Task Force recommended that the City "reduce future utility rate increases with revenue (when available) from state and federal programs"; and

 

WHEREAS, the Missouri Department of Natural Resources is administering the State Revolving Fund Program for loans under the Missouri Clean Water Law, Section 644, Revised Statutes of Missouri; and

 

WHEREAS, Kansas City intends to seek funds from the State Revolving Fund Program for the Blue River Wastewater Treatment Plant Biosolids Facility Project; and

 

WHEREAS, the Missouri Department of Natural Resources has requested that the City designate individuals authorized to execute documents on behalf of Kansas City, Missouri; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That, on behalf of the City, the Director, Chief Engineering Officer, Chief Financial Officer and Utility Asset Manager of the Water Services Department are hereby authorized to apply for and accept the terms and conditions of the Missouri State Revolving Fund Program for the Blue River Wastewater Treatment Plant Biosolids Facility Project, and to officially execute, provide necessary and required documentation required to administer the program for the Water Services Department and to receive payment on behalf of the City.
