RESOLUTION NO. 130349

 

Expressing support for applications amending the Greater Downtown Area Plan from residential medium to downtown residential at the area east of Troost between E. 24th Street and Beacon Hill Lane; amending the Beacon Hill Development Urban Redevelopment District (URD) at this location to modify the proposed land use and density from townhome condominium to multi-family student housing; and vacating the east-west alley next north of Beacon Hill Lane, west of the north-south alley next east of Troost Avenue, as needed to implement the University of Missouri-Kansas City student housing and parking facility project.

 

WHEREAS, the Beacon Hill Development is a major housing development located from 22nd to 27th Streets, Troost to Vine; and

 

WHEREAS, Beacon Hill Developers, LC, is the designated master developer of the Beacon Hill Development; and

 

WHEREAS, in cooperation with the University of Missouri-Kansas City, Beacon Hill Student Housing Developers, LC, is proposing to develop up to a 123 unit, 243 bed student housing and parking facility on the east side of Troost south of 24thh Street and north of 25th Street; and

 

WHEREAS, in furtherance of the development of Beacon Hill and the UMKC student housing and parking facility project, on March 8, 2012, the City Council passed Ordinance No. 120198 that authorized the First Amendment to a Development Contract with Beacon Hill Student Housing Developers, as amended, which identified several sub-development areas, milestones and activities within the overall Beacon Hill Development and authorized the agreement to be the primary development agreement for the area; and

 

WHEREAS, the City Council also passed Ordinance No. 120435 on May 10, 2012, which authorized an application in the amount of $5,000,000.00 be submitted to MDFB to support the Project and authorized the City Manager to execute a tax credit agreement with the MDFB and BHSHD in connection with the Tax Credits; and

 

WHEREAS, on December 18, 2012, with the significant assistance of BHSHD provided at its sole cost and expense, MDFB approved the City’s application for Tax Credits in the sum of $4,492,830.00; and

 

WHEREAS, BHSHD has filed Case No. 675-S-2 to amend the Greater Downtown Area Plan’s recommended land use from residential medium to downtown residential at the area east of Troost between E. 24th Street and Beacon Hill Lane to accommodate the 250 unit student housing and parking facility; and

 

WHEREAS, BHD has filed Case No. 12708-UR-2 to, in part, amend the Beacon Hill Development URD to modify the approved land use from townhome condominium to multi-family student housing at the area east of Troost between E. 24th Street and Beacon Hill Lane, to accommodate the 123 unit student housing and parking facility; and

 

WHEREAS, BHD has filed Case No. 1679-V to vacate the east-west alley next north of Beacon Hill Lane, west of the north-south alley next east of Troost Avenue to assemble the property required to accommodate the 250 unit student housing and parking facility; and

 

WHEREAS, the City Council desires to express its support of the applications for Case Nos. 675-S-2, 12708-UR-2, and 1679-V to assist BHD, BHSHD and the University in timely advancing the student housing and parking facility project in the Beacon Hill Development; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

Section 1. That the City Council hereby expresses support for the application for Case No. 675-S-2 amending the Greater Downtown Area Plan’s recommended land use from residential medium to downtown residential at the area east of Troost between 24th Street on the north and 25th Street on the south, to accommodate the 123 unit student housing and parking facility.  

 

Section 2. That the City Council hereby expresses support for the application for Case No. 12708-UR-2 to, in part, amend the Beacon Hill Development URD to modify the approved land use from townhome condominium to multi-family student housing at the area east of Troost between E. 24th Street and Beacon Hill Lane, to accommodate the 123 unit student housing and parking facility.  

 

Section 3. That the City Council hereby expresses support for the application for Case No. 1679-V vacating the east-west alley next north of Beacon Hill Lane, west of the north-south alley next east of Troost Avenue, to assemble the property required to accommodate the 123 unit student housing and parking facility.
