RESOLUTION NO. 970158

 

 

 

Expressing the intent of the Council to cooperate with concerned parties to develop a design

 

and financial plan for Guinotte Manor and a plan for the construction of scattered site

 

housing.

 

 

 

WHEREAS, Committee Substitute for Ordinance No. 961291 is currently pending before the

 

Council; and

 

 

 

WHEREAS, such ordinance proposes a residential plan of development for property located

 

generally at 5th and Lydia, commonly known as Guinotte Manor; and

 

 

 

WHEREAS, the Council held said ordinance because of concerns about whether the proposed

 

plan could adversely affect adjacent property and whether the proposed community unit project is

 

consistent with the purposes and intent of the zoning ordinance; and

 

 

 

WHEREAS, the Council recognizes the important role public housing must play in the City

 

for the benefit of its citizens; and

 

 

 

WHEREAS, the proponents of the plan have initiated certain legal action related to

 

Committee Substitute for Ordinance No. 961291; and

 

 

 

WHEREAS, the Council desires to use its best efforts to offer an alternative design for

 

Guinotte Manor in the best interests of the City and of the concerned parties; and

 

 

 

WHEREAS, in furtherance of such Council desire, the City has retained an independent

 

architect for the purpose of developing an alternative design plan, NOW, THEREFORE,

 

 

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

 

 

That the Council hereby expresses its intent and directs the City Manager to take all necessary

 

actions to cooperate with the Housing Authority, the tenants of Guinotte Manor, the U.S.

 

Department of Housing and Urban Development and residents of adjacent properties to develop a

 

design plan responsive to the needs of all concerned to further the goal of the City for well planned

 

neighborhoods and for the provision of safe, decent and sanitary public housing. In furtherance

 

thereof, the Council resolves to identify the issues, both in design and financing, and to propose a plan

 

with the participation of the above-referenced concerned parties. The City will produce a design and

 

financial plan by March 10, 1997, which will include a plan for the revitalization of the Guinotte

 

Manor site and for the scattered site housing component of this project. It is the understanding of

 

the Council that the required abatement activities for Guinotte Manor may proceed during this thirty

 

(30) day period, but that construction activities will not proceed pending this cooperative effort. In

 

the event the Council is unable to produce a design and financial plan acceptable to HUD, the Council

 

commits that it will take a definitive vote on Committee Substitute for Ordinance No. 961291 at the

 

March 20 Council session, or the first Council session following HUD's decision on the proposal if

 

one has been submitted to HUD.
