RESOLUTION NO. 110499
Authorizing the Mayor to submit a
grant application under the Victims of Crime Act (VOCA) of 1984 to the State of
Missouri’s Department of Public Safety, in the amount of $57,440.88 with a
match of funds from the City of $11,488.18 for a part-time child abuse victim
assistant position in the Domestic Violence Victim Assistance Program in the
City Prosecutor’s Office.
WHEREAS, the Victims
of Crime Act (VOCA) was passed by Congress to assist states in providing high
quality services that are directly related to the emotional healing and
recovery of crime victims; and
WHEREAS, the
primary purpose of these grants is to support the provision of direct services
to victims of crime throughout the nation, to assist victims of crime as soon
as possible in order to reduce the severity of the psychological and emotional
consequences of the victimization, and to demonstrate on-going support for the
victim in coping with the impact of the victimization; and
WHEREAS, the U.S.
Department of Justice, Office for Victims of Crime (OVC), administers these
funds at the federal level, and the Missouri Department of Public Safety
administers the VOCA funds at the state level; and
WHEREAS, Kansas City,
Missouri, is an “eligible applicant” under the rules and regulations; and
WHEREAS, there is a
sufficient number of citizens of Kansas City, Missouri, who are victims of
abuse who could benefit under the provisions of the Victims of Crime Act of 1984;
and
WHEREAS, it is in the
best interests of Kansas City, Missouri, and its citizens to apply for a grant
from the State of Missouri, Department of Public Safety to secure assistance
for its less fortunate citizens who have suffered physical or mental injury
through acts which are in violation of criminal laws; NOW, THEREFORE,
BE IT RESOLVED BY THE
COUNCIL OF KANSAS CITY:
That the Mayor is
authorized to submit a grant application to the State of Missouri, Department
of Public Safety, under the Victims of Crime Act Grant of 1984 in the amount of
$57,440.88 with a match of funds from the City of $11,488.18 in funds already
in the City’s budget, to provide for a part-time child abuse victim assistant in
the Domestic Violence Victim Assistance Program in the City Attorney’s Office.
