ORDINANCE NO. 050958

 

Amending Chapter 2, Article VI, Code of Ordinances, to enact a new Section 2-970.5 establishing the Kansas City Global Trade Commission.

 

BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:

 

Chapter 2, Article VI, Code of Ordinances, entitled Boards, Commissions and Committees is hereby amended to enact new Section 2-970.5 establishing the Kansas City Global Trade Commission, to read as follows:

 

DIVISION 14. KANSAS CITY GLOBAL TRADE COMMISSION

 

Sec. 2-970.5. Kansas City Global Trade Commission

 

(a) Purpose: International trade and foreign business investment are important to the long-term economic health of the City of Kansas City. The Mayor, City Manager and City Council agree to establish the Kansas City Global Trade Commission to develop and execute strategies to recruit international commerce to Kansas City and accelerate the citys emergence as a global business center.

 

Specifically, the Commission will advise and assist the following initiatives:

 

(1) The Kansas City, Missouri Mexico Trade and Business Initiatives Corporation;

 

(2) Kansas Citys protocol relationship within the Mexican Customs Office;

 

(3) Kansas Citys Office of International Affairs and Trade;

 

(4) Kansas Citys outreach in the Western Hemisphere and globally.

 

(b) Establishment, Membership, Appointment of Members: That the Kansas City Global Trade Commission is hereby established which shall be composed of the following members appointed by the Mayor:

 

(1) The City Manager or the City Managers Delegate;

 

(2) A member of the City Council;

 


(3) The Director of City Planning and Development;

 

(4) The Mayors representative to North Americas Super Corridor Coalition, Inc./North American International Trade Corridor Partnership (NASCO/NAITCP);

 

(5) Two members of the business community;

 

(6) A resident of the City of Kansas City, Missouri.

 

All members will be appointed for three-year terms and shall serve without compensation. The membership of the commission shall select its Chairperson. The commission has the power to adopt rules governing its own procedures and fixing the time and place of its meetings. Members of the commission who are City employees will be excused from their normal duties to attend the meetings of the commission. The City Managers Office will provide staff support to the commission. The Mayor may appoint additional members to the Commission as the Mayor deems necessary.

 

(c) Functions: The commission will advise and assist the Office of the City Manager with respect to the following:

(1) Develop, implement and monitor strategies to attract foreign business investment and trade to Kansas City;

 

(2) Plan, organize and manage foreign trade missions to foreign regions with a well-researched and compelling investment interest in the Kansas City Region;

 

(3) Develop, implement and monitor strategies to elevate Kansas Citys global profile and importance;

 

(4) Cooperate with agencies and organizations that have similar goals to enhance trade and cultural activities;

 

(5) Organize seminars and conferences on trade and its benefits for local and regional business groups seeking foreign market access;

 

(6) Strengthen KCs inter-governmental relationships in traditional trade markets;

 

(7) Develop inter-governmental relationships in new and emerging markets to facilitate trade;

 


The commission shall meet as necessary to carry out the above functions.
