ORDINANCE NO. 120908
Creating a new department to be
known as the Neighborhoods and Housing Services Department by amending Chapter
2, Administration, Code of Ordinances, Division 13, by repealing the title and
Sections 2-521 through 2-529 and enacting a new title and new Sections 2-521
through 2-525 and by repealing Chapter 2, Administration, Code of Ordinances,
Division 15, Housing and Community Development Department.
WHEREAS, Section
415 of the Charter anticipates the occasional need for the City Council to
reconsider the administration and delivery of City services by restructuring
the departmental organization of City government by establishing additional
departments under the administrative control of the City Manager; and
WHEREAS, the
Council finds that consolidating the administration of the neighborhood and
community services with the housing and community development programs, along
with certain other related programs, into a single department will improve the
efficiency and effectiveness of the City’s administration of such programs and
its delivery of services created by such programs; NOW, THEREFORE,
BE IT ORDAINED
BY THE COUNCIL OF KANSAS CITY:
Section 1. That
Chapter 2, Administration, Code of Ordinances, Division 13, is hereby amended
by repealing the title and Sections 2-521 through 2-529 and enacting a new
title and new Sections 2-521 through 2-525, to read as follows:

DIVISION 13.
NEIGHBORHOODS AND HOUSING SERVICES*
Sec. 2-521. Divisions; duties
of director.
The
neighborhoods and housing services department shall consist of the following
divisions: administration; neighborhood services; neighborhood preservation
and community development; and any other divisions as may be established by
ordinance. The work and responsibilities of the department shall be under the
control and supervision of the director of neighborhoods and housing services
who shall supervise the various divisions of the department in the performance
of their functions and coordinate their activities and, when so instructed by
the city manager, shall render such other related services as may from time to
time be requested by the city manager or authorized by the city council. The
director shall have all the powers as authorized by the Charter and ordinances
including the power to prescribe and enforce rules and regulations, not
inconsistent with the Charter, for the conduct of the employees of the
department, and
for the efficient management and
operation of the department. The director shall have the authority to appoint
such assistants and other employees as may be necessary to perform the functions
of the department. Any references in the City Charter or ordinances to the
housing and community development department or the neighborhood and community
services department shall be construed to refer to and mean the neighborhoods
and housing services department.
Sec. 2-522. Division of
administration.
The division of
administration shall be supervised by the director or his or her designee. The
work of the division will include all administrative matters and financial and
fiscal management. The division will be comprised of three operating units:
financial; human resources; and grants fiscal management.
Sec. 2-523. Division of neighborhood
services.
The division of
neighborhood services shall be supervised by the director or his or her
designee and will be comprised of four operating units: animal health and
public safety; regulated industries; tow; and neighborhood engagement.
Sec. 2-524. Division of
neighborhood preservation.
The division of
neighborhood preservation shall be supervised by the director or his or her
designee. This division is responsible for the management of the city’s
dangerous building and vacant structures inventory, code inspections and
nuisance abatement.
Sec. 5-525. Division of
housing and community development.
The division of
housing and community development shall be supervised by the director or his or
her designee and will be comprised of five operating units: planning and
special projects; project implementation; human services; housing
rehabilitation and repair; and fund management and compliance monitoring.
Generally, the division shall be responsible for the planning and preparation of the grant
application for the city's participation in the federal community development
block grant program, HOME investment partnership program, emergency solutions
grant program and housing opportunities for persons with AIDS program, in
cooperation with the health department, and the implementation and maintenance
of administrative procedures for the management and monitoring of program
operations conducted with funds received through these grant programs; serving
as the principal contact with the federal government for all matters pertaining
to planning and implementation of these grant programs; and developing and administering
programs to increase new housing construction and to expand and improve the
rehabilitation of existing housing within the city.

Section 2. That
Chapter 2, Administration, Code of Ordinances, is hereby further amended by
repealing in its entirety Division 15, Housing and Community Development
Department.
