SUBSTITUTE FOR ORDINANCE NO. 180723
Amending Chapter 88, Zoning and
Development Code, to authorize a reduction of parking requirements for multi-family
residential buildings with more than 10 units, when at least 20 percent of the
total number of units is provided as affordable housing.
BE IT ORDAINED BY THE COUNCIL OF KANSAS CITY:
Section A. That Sections
88-420-04-M Affordable Housing and 88-810-058 Affordable Housing are hereby
enacted, said new sections to read as follows:
88-420-04 M. AFFORDABLE
HOUSING
For a multi-family
residential building with more than 10 units, when at least twenty percent (20%)
of the total number of units is provided as affordable housing, parking shall
be required in the amount of 0.5 space per dwelling unit. However, if required
parking is less than 0.5 space per dwelling unit due to other provisions of
this section 88-420-04, the lesser requirement is applicable.

88-810-058 AFFORDABLE HOUSING
A household
having income equal to or below seventy percent (70%) of the median income for
all households within Kansas City, Missouri, as estimated and reported by the
American Community Survey 5-Year Estimates, as updated from time-to-time, would
be able to afford it if it were to expend not more than thirty percent (30%) of
such income for the mortgage or rent, including other housing expenses such as
property taxes, insurance, and utilities.
