RESOLUTION NO. 100067

 

Reaffirming the intention of the Council to assure all taxing jurisdictions are appropriately represented on the Tax Increment Financing Commission of Kansas City, Missouri.

 

WHEREAS, the Council believes that the voices of all of the four counties in which Kansas City is located, as well as the voices of the school districts and other taxing districts, which are affected by tax increment financing plans and projects should be heard; and

 

WHEREAS, the Council also desires that the representatives of the counties, school districts and other taxing district should be treated with courtesy and respect by City and Tax Increment Financing Commission staffs; NOW, THEREFORE,

 

BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY:

 

That, pending review by legal and bond counsel, the Council hereby reaffirms its intention to:

 

Expand the voting rights for counties and other taxing jurisdictions to full voting rights on matters before the Tax Increment Financing Commission (consisting of 11 members) specific to a TIF plan or project within the boundaries of the taxing jurisdiction.

 

Require that EDC staff promptly provides information and documents requested by non-municipal Commissioners without the formality of a written Sunshine Law request or the payment of search and copying fees.

 

Require that EDC staff provide reasonable prior notice to the county and other taxing jurisdictions with a list of all TIF projects that are approaching the 10 year deadline, so that analysis can be completed by the county or other taxing jurisdiction in advance.

 

Require that EDC staff provide reasonable public prior notice regarding all TIF projects, proposals and meetings.

 

Require that the five year reports of all TIF plans be presented first to the Commission for consideration and recommendation.

Include county and other taxing jurisdiction commissioners in the Tax Increment Finance Commission’s annual retreat or general meetings.

 

Create a working group consisting of City, county, school district, other taxing jurisdiction and Commission representatives to work through other issues, including voting procedures on all administrative matters.
