Description: The purpose of the board is to: 1. Balance population across all districts 2. Avoid barriers that reinforce historic or geographic points of division (Missouri River, Troost Avenue) 3. Preclude current incumbents from being in different Council districts or with other incumbents as a result of the redistricting; and 4. Avoid major geographic changes in Council district boundaries
