Vince Hustead, City Planning, Preliminary plat for Drakes Crossing.The Committee questioned the location of the project and the proposed road. Councilwoman Cooper added that she questioned the location because of several issues in the area. She is concerned about the curb caps, storm water detention, hill jumping and the sight distance. The developer explained that they would place additional storm water detention. They believe that this project would make things better for the existing housing and for the proposed project. The developer wants to leave as much of the green area as possible. Travis Kiefer, stated that there are conditions that would help eliminate the issues of concern.

Vince Hustead, City Planning, preliminary plat of Cannon & Wesley near Interurban Ave. and 128th St. There would be 2 lots. They plan to go to CPC for variance because it is not connected to water as required by code, but it is connected to sewer. Staff does not recommend approval unless there is catch basins, size and water connection. This project is also in the noise zone. The developer stated that all the homes in the area are more than a mile for the city water source and they are not sitting new precedent this is an estate home and the owner has invested a lot of time and money into the homes.

John Eckardt, City Planning, explained that this rezoning is for the Federal Reserve Bank project near 28th St. and Main St. He further explained the locations of the parking facilities for employees and the public. The Bank has entered into an agreement with Park and Recreation department. He said that there are changes to the plan to allow the addition of some safety condition that are required for Federal facilities. He shared renderings of the proposed building. There is an issue with a shortage of parking but CPC has approved the plan. Dave Frantze, Stinson, Morrison is the representative for the applicant was present. He added that the applicant would not want the additional cost related to beautifying the cross walks near the project. He added that he thought the City would be better served by allowing PIEA funds to pay for crosswalk. Dick Wood, representative from Federal Reserve, project manager added that the Bank would be willing to help with the cost involved with the crosswalks that abutts the project. Barry ? Archetitect that testified that the bank would and wrought iron type fence around the bank and adqueate landscaping would be added to soften the look from the street. He feels that the Bank has made adequate afford to be a good neighbor and would not want to incurr additional cost. There was some general discussion regarding the crosswalk and the art piece of the current ordinance.

Dan Wisekirk, Wisekirk Engineering, was present and stated that the project is partially built and there is no opponents. Travis Kiefer added that the easements, grades and public ways have been checked and found acceptable.

Cylde Page, City Development, addressed the agreement for the management of the American Jazz Museum. It would includes funding to support fundraising, salaries and general programming. A representative for the American Jazz Museum was present. She said that the muesuem will be sponsoring a jazz festival with nationally known talent. This will be good for the city as a whole.
