Larry Stice, City Planning & Development Department, stated that the applicant was sited by the Codes Administration Department for not being in conformance with the plan. Approval of the ordnance changes the allowed land use plan. Staff and City Plan Commission recommended approval. Bill Rumas, Architect concurred with staff's recommendation.

Virginia Walsh, City Planning & Development Department, stated that the ordinance was previously approved by committee. After approving the ordinance, it was brought to staff's attention of an error. This ordinance will correct the error.

Consenting to the rate of front foot special assessment to be levied by the Westport Special Business District; consenting to the proposed uses of the revenues produced therefrom; estimating revenue in the amount of $43,173.40 in the Special Business District Fund; appropriating $43,173.40 to various accounts in the Westport Special Business District Fund; and designating requisitioning authority.

Authorizing execution of a $1,336,733.00 contract with the Economic Development Corporation of Kansas City, Missouri, the Land Clearance for Redevelopment Authority of Kansas City, Missouri, the Port Authority of Kansas City, Missouri, and the Tax Increment Financing Commission of Kansas City, Missouri, for the purpose of providing funds for certain development and redevelopment services and directing the City Clerk to file the documents with the appropriate offices.

Reducing an appropriation in the amount of $50,000.00 in the Special Project - CD2 account of the Capital Improvements Fund; appropriating it to the Washington Avenue Street Closure account; authorizing execution of a $50,000.00 Cooperative Agreement with the Tax Increment Financing Commission of Kansas City, Missouri, for the closure of Washington Street at its intersection with Valentine Avenue; designating requisitioning authority; and directing the City Clerk to file certain documents with the appropriate offices.

Gabriel Okofar, City Planning & Development Department, testified of the ordinance. He stated the budget sets asides $50,000 for improvements which limits access to Washington Street & Valentine Avenue. The proposed improvements will allow for landscaping. The ordinance will authorize staff to enter into a cooperative agreement to encumber the funds required to close the street. Councilman Danaher gave background information regarding uptown. He stated that the bonds have been issued regarding the street closure and the project is ready to go forth.

Approving the plat of Bunker Ridge Business Park, an addition in Kansas City, Jackson County, Missouri; accepting various easements; authorizing the Director of Public Works to execute certain agreements and to execute documents acknowledging discontinuance of use of real estate for a place of interment; and authorizing the City Clerk to file this ordinance and attached agreements.

RESOLUTION - Directing the City Manager to review the proposal for a Housing Commission contained in the report entitled "A Proposed Housing Policy for the 21st Century" prepared by the Mayor´s Citizen Advisory Committee on Housing to evaluate the opportunities and implications of such a commission on the Council´s ability to set housing policy and directing the City Manager to meet with minority housing providers in reviewing the proposal for a housing commission and to report to the Council.

A revised plan was submitted. Mike Burke, Attorney, stated all issues have been resolved and he concurred with staff's recommendation.

RESOLUTION - Declaring the intent of the Council to not approve any amendments to the Central Industrial District Industrial Development Plan of the Planned Industrial Expansion Authority of Kansas City, Missouri, which would provide for the approval of residential projects in the Central Industrial District Plan area and declaring the intent of the Council to not approve tax incentives through LCRA, TIF or Chapter 353 for residential projects in the West Bottoms area.
