|180862||Authorizing the City Manager to execute the KCI Airport Terminal Modernization Project Development Agreement, the Developer Pledge Agreement and the Community Benefits Agreement with Edgemoor Infrastructure and Real Estate II LLC; authorizing the Director of Aviation to execute a term sheet for a new Use and Lease Agreement with the Signatory Airlines; estimating new revenues in the amount of $48,820,000.00 in Fund No. 8560, 2018 Airport Terminal Bond Fund; appropriating that amount to the 2018 Airport Terminal Bond Fund account; declaring the City’s intent to reimburse itself for certain expenditures; and recognizing this ordinance as having an accelerated effective date. |
AIRPORT COMMITTEE recommends "HOLD ON AGENDA (1/17/2019)"
This ordinance authorizes the City Manager to execute the KCI Airport Terminal Modernization Project Development Agreement, the Developer Pledge Agreement and the Community Benefits Agreement with Edgemoor Infrastructure and Real Estate II LLC. It also authorizes the Director of Aviation to execute a term sheet for a new Use and Lease Agreement with the Signatory Airlines and estimate new revenues in the amount of $48,820,000.00 in Fund No. 8560, 2018 Airport Terminal Bond Fund. Pat Klein, Aviation Director, provided an update about the Signatory Airlines for the new Use and Lease Agreement. As of right now 5 of the 8 Airlines, which include Delta, American, Southwest, United and Alaska, are in alignment with the Use and Lease Agreement with Conoco verification. Currently there is no specific timeline for meetings as the Airlines are in the process of collaborating the schedules of their superiors.
Dave Long, Deputy Director Aviation, provided insight on the Environmental Assessment. In the Environmental Assessment there is the Programmatic Agreement . The Programmatic Agreement is an agreement between 7 parties for a mitigation process to tear down historic structures. This agreement has been 100% negotiated and is out for signatures and will need 7 signatures which the department has 3 out of 7 right now. The 7 signatures include The City/ Airport, State Historic Preservation Office with State of Missouri, FAA and 4 Tribes (Pawnee, Osage, Kaw and Punka Tribes). Looking to have this Assessment completed by the end of the month. Mr. Long provided detailed information about the term sheet providing a presentation and a draft term sheet. An electronic copy of the full presentation and draft term sheet can be found in the City Clerk’s Office.
