Approving the 20th & Main PIEA General Development Plan, on about 2 acres, generally located on the block bound by 19th Street on the north, Walnut Street on the east, 20th Street on the south and Main Street on the west excepting the northwestern parcel, and declaring the area a blighted and insanitary area in need of redevelopment and rehabilitation pursuant to the Missouri Planned Industrial Expansion Authority (PIEA) Law 100.300-100.620. PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Joe Rexwinkle, City Planning and Development, gave the staff report on the Ordinance. The applicant is proposing an approximately $70 million redevelopment of the plan area into a development known as CityClub. The proposed development will consist of approximately 280 residential units, 8,000 square feet of ground-floor commercial space along Main St, and a 300-space underground parking garage. The project will retain and integrate the historic Midwest Hotel structure into the redevelopment. All other structures in the plan area will be demolished. The project will require rezoning to District UR, an application for which has already been filed and will appear before the City Plan Commission and City Council shortly. Scott Belke, Scott Belke Appraisals, made the Blight Study Presentation.

 1. There will be a discussion about Communication 170130.
 
 Jeffrey Williams, City Planning and Development, provided the staff report on the item. He reported that the Communication was held on the agenda last week so the Committee could gather more information. The City Plan Commission requested a review of the Arterial Street Impact Fee program to ensure the appropriate infrastructure improvements throughout the City. After several meetings with staff, it was determined that the Committee would request that Maggie Moran, Law Department, draft a Resolution directing the City Manager to review the Arterial Street Impact Fee program and report back to the Planning, Zoning and Economic Development Committee detailing his findings.
 
 2. There may be general discussion regarding current Planning, Zoning and Economic Development issues.
 
 Chairman Taylor informed the Committee that currently there is only one item scheduled to be heard during next week's PZE meeting. The developer for this project has agreed to hold the item. Therefore, there will be no PZE Committee meeting next week. Likewise, the City Council will not have Standing Committee, Business and Legislative Sessions the following week (week of March 13, 2017) as they will be attending the NLC Conference. Thus the next PZE Committee meeting will be March 22, 2017.
 
 3. Pursuant to the following subsections of Section 610.021 of the Revised Statutes (1) legal matters, litigation, or privileged communications with attorneys of Missouri, there may be a closed session to discuss: , pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12.
 
 The City Clerk`s Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Driver`s License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
