|100181||RESOLUTION - Establishing the City of Kansas City, Missouri’s support for the establishment of a community-based Second Chance Center, an offender risk reduction resource center, at the Kansas City Metropolitan Crime Commission to increase the chances of high risk criminal offenders to become productive citizens and/or expedite their return to incarceration for the resulting improvement of public safety.|
PUBLIC SAFETY AND NEIGHBORHOODS COMMITTEE recommends "IMMEDIATE ADOPTION"
Marlene Weatherford. Lora McDonald, Barry Mayer,Albert Riederer and Richard Easley represented the Second Chance Foundation and expressed the need for the Second Chance Center. Barry Mayer read a prepared statement stating the mission of the Second Chance Program which will work with "high risk offenders to help them successfully complete their probation or parole period without re-offending." A copy is on file in the City Clerk's Office. Lora McDonald gave information about the program and gave statistical information regarding cost savings within the criminal justice system and improved public safety. A copy of Ms. McDonald's statement is on file in the City Clerk's Office. This program is also sponsored by the Kansas City Metropolitan Crime Commission.
