Ordinance 190165 set the levy rates on tangible real and personal property located in the City in connection with the FY2019-20 Adopted Budget. The estimated levy rates used for budget formulation are based on prior year assessed valuation information from the four counties in which the City is located. Each County provides revised assessed valuation numbers during the summer. These revised values are used to complete the state levy certification process. The levy certification forms must be delivered to the County Clerks no later than October 1 each year and the City's duly passed and authenticated ordinance approving such levy rates must be included. The purpose of the levy certification process is to ensure that no jurisdiction receives a windfall or experiences a shortfall due to changes in assessed valuation in accordance with the Hancock Amendment to the Missouri Constitution

Ordinance No. 160861 put before the voters the question of enacting an economic development sales tax devoted to projects located within the area bounded by 9th Street on the north, Gregory Boulevard on the south, The Paseo on the west, and Indiana Avenue on the east. The Board of appointed representatives makes recommendations to the Council for which projects to fund. Section 67.1305.14, RSMo, provides that the City Council has the final determination on the use and expenditure of the sales tax revenues. The ordinance approves funding agreements for nine projects recommended by the Central City Sales Tax Board for Round Two funding. Each individual project in excess of Council threshold will be presented to the Council for contract execution before funds are expended
