Approving a Cost Participation Agreement with the Missouri Highways & Transportation Commission to coordinate the development of a transportation planning study and conceptual plans for the widening and reconstruction of Vivion Road (Rte 69) from Line Creek to Old Pike Road, and authorizing the Director of Public Works to expend $176,333.33 from previously appropriated funds.

Condemning and taking street and temporary right-of-way on private properties for the construction and maintenance of Red Bridge Road, between Holmes Road and Blue River Road, said properties all in Kansas City, Jackson County, Missouri, providing for the payment of just compensation therefore; authorizing continued negotiations by the City of Kansas City; consenting to the filing of the petition for condemnation by the City Attorney, on behalf of the City; and authorizing the City Clerk to file this ordinance with the Recorder of Deeds in Jackson County, Missouri.

Ted Anderson, CIMO, testified on behalf of this ordinance. This ordiannce would authorize the city to condemn several properties to reconstruct the bridge on Red Bridge Rd. Council member Becky Nace is against the construction of the bridge. She would prefer to wait until the new council members are in office. Council member Deb Hermann, would like for the residents in the area to receive more information. Councilman Charles Eddy, recommends the project because of the dangerous bridge that is in place right now. This is a safety issue.

 Phillip Yelder, Director of Human Relation's Department, will give a report regarding the "Disparity Study". Phillip Yelder, Human Relations Department, gave the presentation. A report was done about two months ago. The report found that there was some racism in the construction area. The city's job is to make sure that jobs are awarded without prejudice. A copy of the study is on file in the City Clerk's Office. Chief Smokey Dyer, Fire Department and Eric Bosch, CIMO, will give a report regarding "Fire Facility updates". Chief Smokey Dyer-Fire Department and Eric Bosch-CIMO, gave the presentation. A copy of the presentation is on file in the City Clerk's Office.
