This ordinance consolidates projects 3, 4, 5, & 6 to 1 project to be labeled project 3 and changes the proposed uses for the area to allow for self-storage, limited service hotel and restaurant uses.

This ordinance will allow Project 4 which includes: expansion, blight remediation, provides an additional 55,000-sq ft. of retail space, increases the amount of reimbursable project costs, modifies sources and uses to include additional City EATs and Central City Sales Tax and modifies the development schedule to construction beginning August 2019, with completion anticipated June, 2020. This project requires the issuance of bonds. As a result this ordinance provides the authorization needed to move forward. This project is expected to create over 186 new jobs over 5 years, with an average wage of $42,000.00 annually and represents an investment of $95 million. In addition, the developer has agreed to a community benefits agreement as part of the incentives for this project. It will authorize and approve various agreements for the purpose of setting forth covenants, agreements and obligations of the City and Trillium Industrial No. 1, LLC. It will authorize the issuance of taxable industrial revenue bonds in a maximum aggregate principal amount not to exceed $55,000,000.00, while authorizing and approving certain other documents. This ordinance amends Chapter 88, the Zoning & Development Code, by repealing Section 88-610-03., Nonconforming Lots, and enacting a new section of like number and title in lieu thereof. This ordinance will delete Section 88-820-01-B, Exceptions; and enacting Section 88-110-06-D, Exceptions, to permit construction of a single family-dwelling on an area of land legally created. The intent of this ordinance is to clarify that a single family dwelling may be erected on an area of land in separate ownership, subject to certain provisions. There are certain texts within Chapter 88, which was adopted in the code in 2011 that have proven to be problematic in allowing single family homes to be adopted. This is particularly the case with infilled development on vacant lots. There were many lots that were platted either prior to adoption of zoning in 1923 or enactment of the sub-division regulation I 1954.  Update on Urban Core Development Sponsorships.
 
 Bill Kimble, Economic Development Corporation, provided an overview of the plan to address the lack of small scale development and the surging crime rate in the Urban Core. This project has been named the Urban Core Development Sponsorships (UCDS). UCDS is a plot program that can be used to benefit distressed census tracks throughout Kansas City but mainly the urban core neighborhoods. The program works by have major developments/development that is seeking a TIF, Super TIF or a large amount of incentives or abates to sponsor a small scale development in the urban core.
 
 2. Pursuant to the following subsections of Section 610.021 of the Revised Statutes (1) legal matters, litigation, or privileged communications with attorneys of Missouri, there may be a closed session to discuss: pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12.
