RESOLUTION - Enacting a new Rule 3.10.5 and amending Rules 3.05, 3.10, 3.11 and 9.02 of the Standing Rules of the City Council effective May 1, 2014, to reflect the adoption of amended Sections 502 and 503 of the City Charter establishing ordinances with an accelerated effective date that were formerly known as recognized emergency ordinances and requiring three readings for these ordinances, unless waived.

Bill Geary, City Attorney, testified that the ordinance would approve amendments to the City Charter that included altering the nomenclature for recognized emergency ordinances to be called ordinances with an accelerated effective date. The City Council Standing Rules must be amended to reflect this new category of ordinances.

Authorizing the Director of Finance to enter into a contract with BKD, LLP, to perform the annual independent audit of the City’s books and records for the fiscal year ending April 30, 2014, to perform other audit services, as requested, and to perform audit and tax services for various component units; and further authorizing the Director of Finance to pay up to $582,000.00 in consideration for said audit and audit related services.

Authorizing the Manager of Procurement Services to execute a one year contract extension with Genuine Parts Company dba NAPA to provide inventory management, fleet parts, and to operate three storerooms in City facilities; authorizing the Directors of General Services and Aviation to extend the storeroom leases; authorizing the extension and amendment of the contract and leases for two additional years and the expenditure of such funds that are appropriated in the City’s annual budget for such purpose.

Cedric Rowan, Manager, Human Services, testified that the ordinance would authorize the Director of General Services to execute a contract through April 30, 2015 with one one year renewal option with Genuine Parts Company dba NAPA to provide parts and operate three storerooms in City facilities; authorizing the Director of General Services to exercise the City’s renewal option for the contract and leases without City Council approval from such amounts appropriated in the City’s annual budget.

 1. Staff from the City Auditor’s Office will present a Scope Statement: Audit on Fire Department’s Contingency Planning for the Computer Aid Dispatch System
 
 Doug Jones, City Auditor's Office, testified that the City Auditor is conducting an audit of the Fire Department's CAD (Computer Aided Dispatch) System.
 
 2. There may be general discussion(s) on current Finance, Governance & Ethics Committee issues.
