| Establishing Sewer District No. 10071 and reestablishing Sewer District No. 10067, all in Sewer Division 10, in Kansas City, Jackson County, Missouri, being generally bounded by Interstate Highway 70 on the north, Pittman Road on the east, 43rd Street on the south and Arlington Avenue on the west.
OPERATIONS COMMITTEE recommends "DO PASS" Stan Harris, Public Works, was present to testify on behalf of this ordinance. He stated that this ordinance would provide sewers for those citizens still on septic tanks.
Councilmember Hermann questioned why if 50% of the cost was being matched with grants, would a resident not get a sewer. She also wondered if the entire process was being made clear. She stated that she wished to see other areas take advantage of this program.
Councilmember Eddy stated that it was time to outlaw septic tanks, just like outhouses had been outlawed.

| 031277 (Sub.) | Amending Chapter 68, Code of Ordinances, by repealing Section 68-386, Collection at source; withholdings, and enacting in lieu thereof a new section of like number and subject that establishes collection and reporting requirements for employers withholding earnings taxes on behalf of employees.
OPERATIONS COMMITTEE recommends "ADVANCE AND DO PASS AS A COMMITTEE SUBSTITUTE" Wanda Gunter, Finance Department, was present to testify on behalf of this ordinance. Jordan Griffin, City Manager's Office, was also present to answer questions.
Councilmember Hermann questioned the gap in income. She questioned if the city was not capturing taxes from residents outside of KC.
Councilmember Riley stated that state representatives were trying to come up with a way to have unpaid taxes taken out of the state refund.
Councilmember Eddy questioned if unpaid taxpayers could be penalized.
Cecilia Abbott, Law Department, stated that she did not know if the city had the jurisdiction. She stated that she would get back to the committee with the answer.
Councilmember Eddy used the Oakland Raiders, who were playing the Kansas City Chiefs that weekend, as an example. He questioned what would happen if they refused to pay an e-tax. Would they be fined?
Councilmember Nace stated that most people assume that employers are withholding at least the minimum amount of all taxes required.

| Authorizing the Director of Public Works to act as the City representative to accept grants and execute grant agreements that aid in the development of Missouri transportation issues in accordance with the Federal Highway Administration Surface Transportation Program, the Federal Aid Urban Program, the Federal-Aid Highway Act, the Congestion Mitigation and Air Quality Act, the Surface Transportation Program Enhancement Funds Program, the Transportation Community and System Presentation Program, and any additional federally-funded programs administered by the Missouri Department of Transportation (MoDOT).
