The NSP funds will complete this grant with HUD. The CDBG and HOME funds will fully appropriate the funds in the 2018 Action Plan.

It also estimates the revenue and appropriates funds of $100,000.00 of CDBG Grant Funds. This estimates the revenue in the amount of $121,449.98 in the NSP Funds and appropriates funds in the amount of $182,203.54 in the NSP Fund; It also authorizes the Director of NHS to execute contracts with various entities for construction and rehabilitation of housing and minor home repair and authorizes submission of a third substantial amendment to the 2017 Action Plan and authorizes submission of an amendment to the NSP1 & 3 Action Plan.

Estimating and appropriating $134,042.00 in the Housing Opportunity of Persons with AIDS (HOPWA) Fund; accepting and approving a $1,419,904.00 grant award from the U.S Department of Housing and Urban Development under the Housing Opportunity for Person with AIDS program and approving an $821,198.00 contract amendment with SAVE for transitional housing services in the Kansas City area; authorizing contract amendments; and recognizing this ordinance as having an accelerated effective date.

Frank Thompson, Health Department, spoke on behalf of this ordinance. This ordinance accepts a grant agreement in the amount of $1,419,904 from the Department of Housing and Urban Development (HUD). The grant period is from May 1, 2018 - April 30, 2019. It also authorizes the Director of Health to amend this subcontract with SAVE, Inc. in the amount of $821,198 bringing the total contract with SAVE Inc. to $1,192,719. This award is secured by city staff in partnership with local agencies to provide a variety of housing options

Accepting and approving a one-year $394,288.00 grant award from the U.S. Department of Housing and Urban Development under the Shelter Plus Care program for homeless services in the Kansas City area.

Frank Thompson, HIV services, spoke on behalf of this ordinance. This ordinance requests authorization to accept Shelter Plus Care funding from HUD and authorizes the Director to enter into a subcontract with SAVE, Inc. for the provision of housing services for persons with HIV/AIDS. This award is for $394,288 for the period August 1, 2018 to July 31, 2019. The Contract with SAVE, Inc. will be for $388, 528 for the same period August 1, 2018 to July 31, 2019. The remaining funds will support the Kansas City Health Department's administration of the grant.
