Establishing appropriations in the amount of $3,900,000.00 in anticipation of a grant from the Department of Health and Human Services, whereby the Department of Health and Human Services will provide funding for Ryan White Title I Services for the period of March 1, 2005 through February 28, 2006; estimating revenue in the amount of $3,900,000.00 in the Ryan White HIV/AIDS Fund, and appropriating it to the 05 Ryan White Title I accounts in the Ryan White HIV/AIDS Fund.

Hilda Fuentes, Deputy Director - Health Department, explained that the committee substitute was for a language correction only. The ordinance provides for the cost of administrating services to people with HIV/AIDS.

Amending Chapter 10, Code of Ordinances, by repealing Sections 10-1, 10-104, 10-211 and 10-214, and enacting in lieu thereof new sections of like numbers and subject matters dealing with liquor licensing requirements.

Judy Hadley, Regulated Industries, stated that this ordinance was a follow-up to a presentation made several weeks ago before the committee. The issue of where the property line was located in regards to issuing liquor licenses dealt with a "front door" problem. Ms. Hadley said that the ordinance requires use of the front door, no matter where the front door is located.

Accepting and approving a $58,000.00 contract amendment with the Kansas Department of Health and Environment that provides medications for persons who are HIV infected and persons living with AIDS for a total contract amount not to exceed $261,000.00 and declaring an emergency.

Representative from the department talked about weed control. There was a question of who is responsible for mowing land in the City's right-of-way and if it is addressed in the ordinance. Joan Findley, Parks & Recreation, asked that Aggie Stackhaus be asked to speak before the committee regarding Land Trust Properties. She could possibly have suggestions on procedures that could be used by the City.
