Amending Chapter 10, Code of Ordinances, by repealing Sections 10-1, Definitions, 10-36, Denial, suspension or revocation of license or permit, 10-105, General requirements for temporary and annual catering permits, 10-133, Arts and cultural district zone, 10-136, Downtown economic entertainment district zone employee and volunteer permits, 10-138, Non-profit organization temporary permit, 10-335, Prohibited acts on sales-by drink premises, 10-339, Employment of and sales by minors, 10-342, Sales-by-drink premises; and 10-373, Employment of minors, and enacting in lieu thereof new sections of like numbers and subject matter and repealing Sections 10-5, Employee liquor permit required, 10-291, Generally, 10-292, Temporary employee liquor permit, and 10-293, Violations; penalty.

Councilman Scott Wagner gave the introduction of additional alternatives to his proposed committee substitute. Councilwoman Alissia Canady also presented her version of a committee substitute for ordinance. Both have agreed along with the committee members on recommeding a one week hold and to be heard on October 10, 2018.

Estimating and appropriating $900,000.00 to the Health Levy Fund to implement and operate a rental inspection property program in Kansas City; designating requisitioning authority; and recognizing this ordinance as having an accelerated effective date.


NEIGHBORHOODS AND PUBLIC SAFETY COMMITTEE recommends "HOLD ON AGENDA (10/10/2018)"
Dr. Rex Archer, the Health Department, gave a brief presentation of this ordinance. The program requires rental property owners to obtain a health permit prior to renting for inspection of residential rental properties for health and safety standards. It has been recommended by Councilwoman Canady and committee members that this ordinance will be held for one week and will be heard on October 10, 2018.
 
 1. A presentation reviewing the 2018 Update to the Citywide Business Plan for the Public Safety and Neighborhoods and Healthy Community Goals.
 
 At the request of the committee the additional business has been held for one week.
 
 2. There may be a general discussion regarding current Neighborhoods and Public Safety issues.
 
 3. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12.
 
 The City Clerk`s Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Driver`s License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
