Accepting and approving a one year $477,360.00 contract with the Missouri Department of Natural Resources that provides funding to continue clean air compliance with Air Pollution Control Program; reducing revenues in the total amount of $287,305.00 in the Governmental Grants Fund; and appropriating it to the Air Quality Control accounts of the Governmental Grants Fund.

Dr. Rex Archer, Director of the Kansas City, MO. Health Department stated the ordinance was needed in order to accept funds for an air quality control program that is necessary to meet US EPA standards. Councilwoman McFadden-Weaver asked if the reduction in funds would result in reduced quality of services offered by the Health Department? Dr. Archer answered that there would be no major impact on services because they are being duplicated by the state.

Amending the Fire Prevention and Protection Code, Chapter 26, Code of Ordinances by repealing Section 26-105, and enacting in lieu thereof one new section of like number and subject matter, pertaining to Certificate of Compliance fees.

Councilman Jim Glover asked if this ordinance could be held another week in order to allow all parties interested in the ordinance a chance to respond to the proposed changes. Sam Alpert, Building Managers Association representative had no objections to the ordinance being held another week.

RESOLUTION - Approving the 2004-2008 Consolidated Plan and 2004 Housing and Community Development Action Plan, authorizing the Mayor to execute and submit the Plan to the United States Department of Housing and Urban Development; and certifying that the Action Plan has been prepared and submitted in accordance with the Department rules and regulations.

Deborah Williams, Acting Director of Housing and Community Services stated that the Plan associated with the ordinance had to be submitted to the Department of HUD by February 15th. The following people testified before the committee requesting funds be reinstated or increased: Clara Vaughn, Joseph Mabin, Mike Bates, Mickey Dean, Erid Konrath, Emett Pierson, Khensa Karim, Armando Diaz, Bryron McIntosh, Art Tanner, Ajavin Webster, J. Oliver Harris, Lynda Callen, Marlon Cousin, Marquita Henry, Cheryl Mac, Michelle Smith, Frances Fuel, Nadine Variln,Ceola Thomas, Ernestine Diamond, Marvin Davis, Lisa Fleming, Mick Anderson, Mark McHenry, Margie Haugh, Ruth Greshchen, Barbara Johnson, Aggie Stackhaus, Bob Trye, Brenda Jo Williams, Renee Neades, Nancy Kwilas, Troy Osborne, Jerry Schechter, Barbara Bailey, Judy Widener, Cynthia Larcom, Ed Lowndes, Evie Craig, Eileen Hill, Capt Hudgins, Pastor James Wesley, Bernardo Ramirez, Warren Varney, Ramona Quinn, Sister Berta Saib and Marty Lee. Staff members testifying also included Les Washington, David Park, Jackie Powell and Vicki Noteis. Councilwoman Becky Nace also spoke before the committee regarding CDBG funding and giving her support to the external audit being conducted. Councilman Troy Nash asked for a listing of all agencies that had applied for funding.
 
 Staff will provide a report on the progress of the external audit. There will be a closed session regarding a legal matter pursuant to RSMO 610.021 (1).
