Accepting and approving a ten month $25,412.00 contract with the Missouri Department of Health and Senior Services that provides funding for the purchase of influenza and/or pneumococcal vaccines; estimating revenue in the amount of $25,412.00 in the Governmental Grants Fund; appropriating it to the Influenza/Pneumococcal Vaccine account of the Governmental Grants Fund; and designating requisitioning authority.

Staff from the Kansas City Health Department stated that the ordinance was to accept new money being used to help correct a disparity in the rate of vaccines throughout the city. Currently, the receipt of the vaccine is pending. Dr. Gerald Hoff, Communicable Disease Control, Kansas City, Missouri Health Department, stated that the ordinance was involving various strains of influenza that are found in birds and pigs. The importance of the vaccine is that it helps control the strains found in pigs, which can be crossed with other strains and introduced into humans.

Authorizing a $61,000.00 contract with the Homeless Services Coalition of Greater Kansas City in accordance with the terms of the 2004 Consolidated Plan, Community Development Block Grant in agreement with the U.S. Department of Housing and Urban Development for provision of homeless planning services.

Jackie Powell, Neighborhood and Community Services Dept., stated that the ordinance allowed the City to enter into a contract with the Homeless Services Coalition to provide planning and administrative services required by the federal government in order to receive millions of dollars in the continuous care program for the homeless. Cynthia Lancom, Director of the Homeless Services Coalition, was on hand to answer any questions. Councilman Jim Glover asked that a list of the members of the Homeless Services Coalition be sent to his office.

Authorizing the Director of Neighborhood and Community Services Department to accept an administrative increase from the Corporation for National and Community Service for the Foster Grandparent Program in the amount of $23,271.00; increasing revenue in that amount; and appropriating it to the Foster Grandparent Program/04 account of the General Fund.

Brenda Lax, Manager, Foster Grandparent Program, stated that the ordinance reflects the difference between what was awarded and what was funded through the 2004 Consolidated Plan. Councilman Troy Nash commended the program for its good work. Councilwoman Becky Nace expressed her pleasure in the good work that the program does in addressing needs of children that are taken care of through the program.

Estimating and appropriating additional bond proceeds in the amount of $426,000.00 in the KCMAC 2004B (Fund No. 340) in anticipation of an early September 2004 bond sale for construction of a new City Tow Lot; designating requisitioning authority; approving a $425,964.00 contract with Jury Design Inc.; and declaring the City intent to reimburse itself for the use of these proceeds.
