Creation of a Kansas City Housing Trust Fund.

Councilman Lucas provided an introduction to this ordinance. This ordinance creates a Kansas City Housing Trust Fund. Doug Jones, Auditors Office, asked for clarification to section 6 of the this ordinance. He provided pros and cons to having repeated audits. Jones stated that the pros are: they are able to develop an audit plan, overtime audits are done quickly and they become easier. The cons to repeated audit are that fewer problems are found over time therefore the value of performing audits diminishes.

RESOLUTION - Creation of a plan to initially capitalize the Kansas City Housing Trust Fund in the amount of $15 million for use in the five years following the effective date of the Fund.

Requiring that projects which are primarily residential in nature and are seeking economic incentives in the nature of the capture and redirection, or abatement or exemption of taxes to contain a minimum of fifteen (15) percent of the projects’ total number of units being deemed affordable for households having incomes equal to or below eighty percent (80%) of the median income for all households within Kansas City, Missouri.

This ordinance require projects which are primarily residential in nature and are seeking economic incentives in the nature of the capture and redirection, or abatement or exemption of taxes to contain a minimum of fifteen (15) percent of the projects’ total number of units being deemed affordable for households having incomes equal to or below eighty percent (80%) of the median income for all households within Kansas City, Missouri.

Councilman Lucas provided an introduction to this ordinance. This ordinance creates “safe harbor” provisions allowing for waiver of fines/liens and reprieve for further City code violations on residential properties newly acquired by redevelopers for its rehabilitation and reoccupation.
 
 Councilman Lucas announced that all items on this agenda will be held until they host 5 public hearings. The dates and locations have not been determined. There was public testimony each spoke in favor of the noted ordinances: Dianne Cleaver 180677 and all ordinances dealing with affordable housing, Daniel Edwards 180723, 180725 and 180726, Michael Duffy 180725 and 180726. Cheryl Barnes, Peter Hughes spoke and Jacob Wagner in favor of all ordinances dealing with affordable housing. Shea McDenna, John Monroe, 180724 and all ordinance dealing with affordable housing.
 
 1. There will be a Kansas City Housing Policy Report.
 
 2. Affordable Housing Proposals will be heard.
 
 3. There may be a general discussion regarding current Housing issues.
 
 4. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12.
 
 The City Clerk`s Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Driver`s License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
