Amending the Building and Rehabilitation Code, Chapter 18, Code of Ordinances, by repealing Section 18-400 pertaining to blasting and enacting in lieu thereof one new section of like number and subject matter and amending the Fire Prevention and Protection Code, Chapter 26, Code of Ordinances by adding one new Section 26-5607.1 pertaining to blasting.

This ordinance amends the Building and Rehabilitation Code, Chapter 18, Code of Ordinances, by repealing Section 18-400 pertaining to blasting and enacting in lieu thereof one new section of like number and subject matter and amending the Fire Prevention and Protection Code, Chapter 26, Code of Ordinances by adding one new Section 26-5607.1 pertaining to blasting. This moves the code to the Fire Code so that the Fire Department can oversee the regulations.

This is being request to allow the entire area to be developed. There will be a committee substitute to strike condition 1 from the agreement. The changes deal with placement of wireless towers, and placement and regulation of temporary sidewalks signs and definitions to recreational vehicles. Amending Chapter 18, Code of Ordinances, entitled “Buildings and Building Regulations” by repealing Section 18-40 and enacting in lieu thereof a new section of like number and subject matter, to exempt certain businesses from the requirement to install water fountains.

Councilman Fowler and Patricia Jensen, White Goss Law Firm, provided the presentation for this ordinance. This ordinance amends Chapter 18, Code of Ordinances, entitled “Buildings and Building Regulations” by repealing Section 18-125 and enacting in lieu thereof, a new section of like number and subject matter, to exempt certain businesses from the requirement to install water fountains. This ordinance came about when it was identified that a permit for Quik-Trip was being delayed due to not having a water fountain. As a result it was decided that this requirement should be removed.

Approving an Industrial Development Plan for Bayer Crop Science LP, previously designated by the City as “Project Flu,” for the purpose of the acquisition and installation of machinery and equipment for a project for industrial development consisting of the expansion of the existing manufacturing facility of Bayer Crop Science LP located at 8400 Hawthorne Road, Kansas City, Missouri; authorizing and approving various agreements for the purpose of setting forth covenants, agreements and obligations of the City and Bayer Crop Science LP; authorizing the issuance of taxable industrial revenue bonds in a maximum aggregate principal amount not to exceed $25,000,000; authorizing and approving certain other documents; and authorizing certain other actions in connection with the issuance of said bonds.
