Authorizing the Director of Finance to enter into a contract with BKD, LLP, to perform the annual independent audit of the City’s books and records for the fiscal year ending April 30, 2012, and to perform other audit services, as requested; and further authorizing the Director of Finance to pay up to $598,300.00 in consideration for said audit and audit related services.


FINANCE, GOVERNANCE & ETHICS COMMITTEE recommends "DO PASS"
Eric Clevenger, Finance Department, explained that this ordinance would approve the 4th year of a 5 year renewal option for BKD to audit the City's books. The original ordinance allowed for a one year contract with 5 one-year options. At the end of the next fiscal year, the contract would be open for new bids.

Estimating revenue and adjusting appropriations in various funds; identifying accounts to roll forward to FY13; authorizing an amendment to a MOU between departments for historical TIF liabilities; amending previous ordinances; authorizing potential use of the General Fund's emergency reserve; and recognizing an emergency.

Mark Thoma-Perry, Budget Office, explained that this ordinance was an annual housekeeping measure that allows the city to get closer to a balanced budget for the fiscal year. Appropriations and allocations that are not used by the end of the fiscal year would be rolled over into areas of the FY 2013 budget needing additional dollars to reduce the gap in expenditures. Mr. Thoma-Perry highlighted over thirty areas within the budget where adjustments had been made.

Amending Article VIII of the Administrative Code of Kansas City, Missouri, relating to the Classification and Compensation Plan, by repealing Sections 2-1075, 2-1076, 2-1077, 2-1078, 2-1079, 2-1080, and 2-1081 which authorizes the job classification and pay system for the next fiscal year, and provides for maintenance of the system as it relates to wages, classifications and compensation.

Gary O'Bannon, Director of Human Resources, stated that this ordinance would create two new classifications within the City Prosecutor's Office. It also creates a pay scale for council aides where there had not been one before. And it would allow certain job classifications to increase the pay scale ranges.

 There will be an ARTS report on Financial Condition Indicators. Gary White, City Auditor, gave an overview of the original audit (A copy of the audit results is on file in the Office of the City Clerk.) Eric Clevenger, Finance Department, explained what had been implemented since the audit report was released. The Accounts Division had began using the PAFR (Popular Annual Financial Report) that would inform the public about the overall financial condition of the City. This is an implementation that is still in progress. (A copy of the report is on file in the Office of the City Clerk.)
 
 There may be general discussion(s) on current Finance, Governance & Ethics Committee issues.
 
 Pursuant to the following subsections in 610.021 of the Revised Statues of Missouri, there may be a closed session to discuss: Legal matters, litigation or privileged communication with attorneys, pursuant to subsection 1; Real Estate, pursuant to subsection 2; Personnel, pursuant to subsection 3 & 13; Sealed bids or proposals, pursuant to subsection 12; Negotiations with employee groups, pursuant to subsection 9.

Be prepared to leave your Driver`s License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
