This ordinance amends Chapter 88, Zoning and Development Code, Section 88-620, to adjust fees in conjunction with the adoption of the annual budget by the City. The fees for development projects are to be revised and reflect an average increase of approximately 0.047%.

Chris Huey, City Planning and Development, provided a presentation on this ordinance. This ordinance rezones a 6.2 acre tract of land generally located at the southwest and southeast intersections of E. 12th Street and Chestnut Avenue from Districts B3-2 and M1-5 (Manufacturing 1) to District B4-2. This rezoning is for the purpose of an indoor climate control self-storage building at about 150,00 square feet. The B3-2 zoning prohibits this use type while the M1-5 district allows this usage. Chris Huey, City Planning and Development, provided a presentation on this ordinance. This ordinance amends the Truman Plaza Area Plan by amending the proposed land Use plan and map from medium high density residential and light industrial to commercial for an area of approximately 6.2 acres generally located at the southwest and southeast intersections of E. 12th Street and Chestnut Avenue. This is an area amendment to focus on commercial uses instead of light industrial. Steve Warger, Project Manager for Renaissance Infrastructure Consulting, explained that the neighboring groups did not oppose to this project. Cathleen Flournoy, Economic Development Corporation of Kansas City, provided a presentation on this ordinance. This ordinance approves the Second Amendment to the Platte Purchase Development Plan. This amendment modifies the description of public improvements, the estimated budget of redevelopment project costs and the redevelopment schedule. Patricia Nolls, City Planning and Development, provided a presentation on this ordinance. This ordinance approves a development plan on approximately 7.1 acres generally located at 6401 E. U.S. Highway 40 and the southeast quadrant of E. U.S. Highway 40 and Interstate 70 in District M1-5 to permit construction of a warehousing, wholesaling, storage, and freight movement (outdoor) facility. Prior to September 20, 2018 the City of Kansas City, Missouri owned 5.08 acres of this land, while the other 1.63 acres is owned by Yana Properties LLC. On September 20, 2018 ordinance 180710 was passed as the City entered into a contract with Land Clearance Redevelopment Authority (LCRA) who then transferred this 5.08 acres of land to Yana Properties LLC for $1.00. The conditions of this transfer was to remove the billboard on the land, implement a buffer and for a trail to be constructed by the city for recreational purposes to provide access to re-channel Blue River. This was done as no incentive to the developer and the developer agreed to restrict the continuation and/or renewal of any billboards licenses or leases as part of the acceptance of deed from LCRA. The developer also agreed not to permit any future billboards on the property. A digital copy of this presentation can be found in the City Clerk’s Office. This ordinance rezones about four acres generally located at the northeast corner of E. 37th Street and Denton Road from District R-80 to District Ml-1, and approves a development plan on about 5.23 acres, to allow for freight movement uses. This particular property is located partially in Independence and partially in Kansas City. The rezoning is for the land located in Kansas City. In 2017 there was previous rezoning on this property but only for partial land use at about 1.5 acres. Galen Beuford, City Attorney’s Office, provided a presentation on this ordinance.This ordinance authorizes and executes a contract with the Economic Development Corporation of Kansas City, Missouri, in an amount not to exceed $4,152,500.00 for the purpose of providing funds for certain development and redevelopment activities. This ordinance seeks an annual funding contract for Fiscal Year 2019-2020 between the City and Economic Development Corporation (EDC). This authorization will have a 1.8% increase from previous fiscal year 2018-2019. The sources of funding will be $3,952,500 from the EDC Fund and $200,000 from Aviation. Drew Solomon, Vice President of Economic Development Corporation (EDC), provided additional information on the previous fiscal year EDC projects related to those funds requested last fiscal year. This ordinance approves the Fifteenth Amendment to the Shoal Creek Parkway Tax Increment Financing Plan and directing the City Clerk to send a copy of this ordinance to Clay County. This will modify the boundaries of the redevelopment area while removing redevelopment project areas. It will also modify the description of the public improvements, budget of redevelopment project costs as well as sources and uses.
