This ordinance accepts the recommendations of the Tax Increment Financing Commission as to the termination of the Americana Hotel Tax Increment Financing Plan to terminate the Americana Hotel Tax Increment Financing Plan and redevelopment area. In addition, this will also terminate the designation of redevelopment project areas and declare as surplus those funds within the special allocation funds established in connection with the Americana Hotel Tax Increment Financing Plan and authorizes the distribution of such surplus funds to the taxing jurisdictions. James Ryan, City Manager’s Office, provided the staff report for this ordinance. This ordinance authorizes an application to the Missouri Development Finance Board for the authorization of state tax credits in the amount not to exceed $4,000,000.00. The purpose to make possible the restoration and renovation of the Kansas City Museum in downtown Kansas City to be located at 3218 Gladstone Boulevard, Kansas City, Missouri. This further authorizes the City Manager to execute a tax credit agreement in the event that the application is approved. This is a multi-year, extensive project to create a dynamic, multicultural, and intergenerational 21st century museum of Kansas City’s history and cultural heritage. Stage I of this project is Corinthian Hall and is to be completed and open to the public in 2020. Construction started in November, 2017, and exhibition design development just started in September, 2018. Stage II is the Carriage House and Gate House to be completed and open to the public in 2022. Finally, stage III completes the existing property (two additional original buildings, pergola, fence and gates) to be open to the public in 2024. Adopting the “Revive the East Side” initiative by establishing policies with respect to incentivizing redevelopment on the East Side of Kansas City, Missouri through the creation of the East Side Investment Zone and programs to be implemented therein, including the Reinvestment in Economic Growth Program; further amending certain provisions of Second Committee Substitute for Ordinance No. 160383, As Amended, and Committee Substitute for Ordinance No. 140031, As Amended, to implement such policies with regards to the contribution of certain tax revenues and the role of financial return analyses in analyzing such projects; authorizing the extension of longer and deeper real property tax abatement pursuant to the Enhanced Enterprise Zone program with respect to certain defined corridors within the East Side Investment Zone for the purpose of fostering job creation; directing the City Manager to take certain actions with respect to engaging the EDC for the purposes of formulating and proposing a development plan under the Urban Redevelopment Corporations Law for the purpose of remediating any blight determined to exist through the revitalization of housing in certain defined corridors within the East Side Investment Zone; directing the City Manager to identify a source of funding for a $10,000,000 home improvement fund; directing the City Manager to cause a nonprofit community development corporation to be established; directing the City Manager to develop a plan for combating gentrification within a defined area; directing the City Manager to establish a pilot program in the East Side Investment Zone for the purpose of reducing illegal dumping; directing the City Manager to establish a citizens advisory committee for the purpose of locating historical markers honoring Dr. Martin Luther King, Jr., and to identify a potential source of funding for interactive kiosks; directing the City Manager to streamline the application process for projects in the East Side Investment Zone and to cause the City Planning Department to implement concierge services with respect to projects in the East Side Investment Zone; appropriating the sum of $3,000,000 for the purposes of funding certain the demolition of certain dangerous buildings and designating requisitioning authority; directing the City Clerk to deliver a copy of this ordinance to the State Director of Economic Development; providing for a ten-year sunset on the provisions of this ordinance; and recognizing this ordinance as having an accelerated effective date. ***PLEASE NOTE***Chairman Taylor will discuss with committee but does not plan to take public testimony at this meeting as he has called for 3 public input community sessions on September 15th , 17th and 24th , to gather more input in addition to the many meetings he has had with homes associations, community groups, business associations and local individuals that develop properties in the 3rd and 5th districts.***
