Accepting a one year $380,000.00 contract with the Missouri Department of Health and Senior Services to provide funding for the Building Blocks of Missouri program; and increasing revenue and an appropriation in the amount of $19,335.00 in the Governmental Grants Fund.

Josie Adams and Christine Reiderer, Health Department, explained that the ordinance before the committee would accept a contract with the Missouri Department of Health and Senior Services for the October 1, 2012 to September 30, 2013 for the Nurse and Family Partnership Program. She described the Nurse and Family Partnership Program stating that the program assisted first time mothers and their children from birth to 2 years of age. The program currently has 105 clients and 25 nurses. The goal of the program is to improve pregnancy outcomes by helping women engage in preventive health practices prenatal car, reduce or abstain from smoking, alcohol and illegal substances. The program further hopes to help the mothers provide competent care for their children. It also hope to improve the self sufficiency of the mothers by developing a vision for their futures through furthering their education and finding work. The program serves high risks clients in six counties. She added that every dollar spent on the program saves five dollars that would have been spent to combat the issues related to teen/at risk pregnancies. Charlia Hooper a client who recently graduated from the program was present with her daughter to testify about the program and her future plans. She said that she was grateful for Ms. Adams guidance throughout the program and for teaching her how to be a good mother and helping her set goals for her future. She is currently enrolled in Cosmetology School and plans to become a hair stylist.

 There maybe an educational power point on Diabetes by Gwen Dunlap of the Fitness Source.
 Gwen Dunlap, Fitness Source, gave a powerpoint presentation related to diabetes prevention and education. She said that there were 3 main healthy steps to maintaining a healthy lifestyle wither your dealing with diabetes are not. the health steps are: 1. Stop or never start smoking. 2. Exercise daily 3. Eat a healthy diet She shared that diabetes affects 25.8 million people in the US. She covered the 3 types of diabetes, prediabetes, type 1 diabetes and type 2 diabetes. Diabetes has addition risk to the effective person that include heart disease, stroke, impotence and amputation to name a few. Dr. Archer and Sharon Sawyer of TMC were both present and testified about the good work of the fitness source and TMC toward combating the high incident of diabetes in Kansas City, Mo. Hand-outs are on file for the diabetes presentation as well as the Nurse and Famliy Partnership Program.
 There may be general discussion regarding current Neighborhoods & Healthy Communities Committee issues.
 Pursuant to the following subsections 610.021 of the Revised Statues of Missouri, there may be a closed session to discuss: Legal matters, litigation or privileged communication with attorneys, pursuant subsection 1; Real Estate, pursuant to subsection 2; Personnel, pursuant to subsection 3 & 13; Sealed bids or proposals, pursuant to subsection 12.
