Ashley Winchell, City Planning and Development, gave the staff report on the Ordinance. The application proposed keeping the existing building and constructing a 6-story apartment to the north. The new building will have 98 units and the existing building will potentially be converted to a 33 unit apartment building – for the time being the building will continue to be used as office for public and civic uses. The Kansas City Art Institute has a lease until 2021- at that time the property owner will determine whether to convert the building into apartments or continue to use the building as offices serving public and civic uses. A total of 131 units are proposed.

Approving an amendment to a previously approved Chapter 80 preliminary development plan in District R-1.5 on approximately 71 acres generally located at the northeast corner of N.E. 96th Street and Missouri Highway 169, extending to N. Oak Trafficway along N.E. 99th Street, to allow for a health and rehabilitation facility as part of Phase E. (12419-P-5)

Olofu Agbaji, City Planning and Development, gave the staff report on the Ordinance. The proposed amendment was to the west side of Phase E, currently approved for 25 units (11 individual buildings and 7 duplexes, with two garages per unit ) of independent retirement living area on the west side of future NW 99th Street. The plan is to allow for a 63,000 square foot, 72-bed (within four 4 buildings), single-story health and rehabilitation facility at the terminus of NW 99th Street. This will extend the plan phase to include Phase F development on the east side of NW 99th Street. The original plan proposed in 2000 showed the extension of NW 99th Street connecting to N. Wyandotte Street. City Planning staff, KCMO, KCFD and Public Works Department recommended that the connection be made as part of Phase E development.
