RESOLUTION - Directing the City Manager to amend the City’s employment application and interview process to eliminate disclosure of past salary history.


FINANCE AND GOVERNANCE COMMITTEE recommends "IMMEDIATE ADOPTION"
Gary O'Bannon, Human Resource Department, gave the staff report for this ordinance. This ordinance directs the City Manager to amend the City’s employment application and interview process to eliminate disclosure of past salary history. It would also eliminate gender and racial barriers. This amended should be effective by October 1, 2018 in order to train hiring authorities.

Authorizing a $100,000.00 Professional, Specialized or Technical Services Amendment No. 1 to Contract No. 18015 with Mid America Assistance Coalition for the Low Income Assistance Program, Renewal 2 Project.


FINANCE AND GOVERNANCE COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Sean Hennessy, Water Services Department, gave the staff report for this ordinance. This ordinance authorizes a $100,000.00 Professional, Specialized services with Mid America Assistance Coalition for the Low Income Assistance Program. This program will help an additional 300 thousand households in the community to pay their water bill.

Authorizing the Director of Finance to execute a contract for banking services with Commerce Bank in an amount not to exceed $500,000.00; authorizing the Director of Finance to exercise the City’s options to renew the contract and to amend the contract without further City Council approval.


FINANCE AND GOVERNANCE COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Douglas Buehler, Finance Department, gave the staff report for this ordinance. This ordinance authorizes the Director of Finance to execute a contract for banking services with Commerce Bank in an amount not to exceed $500,000.00. It also authorizes the Director of Finance to exercise the City’s options to renew the contracts. This amendment restates and refines the criteria for the banking services procurement process and creates balance between policy, goals, service delivery and cost.

RESOLUTION - Directing the City Manager to consider certain criteria in future requests for proposals for, and in relationships with, banking institutions to ensure that the City selects and engages responsible banking institutions that support our community needs.


FINANCE AND GOVERNANCE COMMITTEE recommends "IMMEDIATE ADOPTION"
Douglas Buehler. Finance Department, gave the staff report for this ordinance. This ordinance Directs the City Manager to consider certain criteria in future requests for proposals in relationships with, banking institutions to ensure that the City selects and engages responsible banking institutions that support our community needs, such as: financial literacy education program, willingness to disclosure metrics. And evidencing lending activities in low to moderate income areas.

Douglas Buehler, Finance Department, gave the staff report for this ordinance. This ordinance authorizes an annual contract for 100k for the City's pet licensing account and electronic payment account for the Aviation Department and the Revenue Division.

 1.Staff from the Finance Department will present the Monthly Financial Report for the period ended April 30, 2018
 
 Eric Clevenger, Finance Department, gave the staff presentation. This report presents summaries of the revenue and expenditures in comparison to the same period a year ago. it also explains the levels of expenditures for the current and prior fiscal year, and reflects the revenues collected in all City budgeted fund.
 
 2.There will be a Discussion of a Proposed Resolution Pertaining to Fire Department Overtime
 
 This Item was postponed for the meeting on 08/01/18 for further discussion.
 
 3. There may be a general discussion regarding current Finance and Governance Committee issues
 
 4.Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12. (5) confidential or privileged communications with auditors, pursuant to subsection 17. (6) preparation, including discussions, for negotiations with employee groups, pursuant to subsection 9.
 
 The City Clerk`s Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Driver`s License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
