RESOLUTION - Directing the City Manager to file an application on behalf of the City of Kansas City, Missouri, to the Grounded Solutions Network for its 2019 “ForEveryoneHome – City Solutions for Housing Equity” $150,000.00 grant program and indicating the City Council’s intent to provide $75,000.00 in matching funds if selected for the program.


HOUSING COMMITTEE recommends "IMMEDIATE ADOPTION"
Kerry Tindel, Jeffrey Williams, City Planning and Jennifer Tidwell, Community Development Block Grant, testified that the passage of this resolution would Direct the City Manager to file an application on behalf of the City of Kansas City, Missouri, for the Grounded Solutions Network for its 2019 “For Everyone Home, City Solutions for Housing Equity. The $150,000.00 grant program is the indication the City Council’s intent to provide $75,000.00 in matching funds if selected for the program. Affordable housing is often defined as a household having income equal to the Area Median Income and would be able to afford if it were to expend not more than 30% of such income for the mortgages or rent, inclusive of real property taxes and utilities.

Accepting a grant from the Federal Home Loan Bank of Des Moines, Affordable Housing Program, in the amount of $476,675.00; authorizing an agreement with the Federal Home Loan Bank of Des Moines; estimating and appropriating $476,675.00 to the Neighborhood Grants Fund; and designating requisitioning authority.

Jennifer Tidwell and Roger Stuart gave a brief testimony that this ordinance referencing in accepting an Affordable Housing Program grant from the Federal Home Loan Bank of Des Moines, Iowa for exterior home repairs. The two year grant, in the amount of $476,675 will be used for exterior home repair of 25 owner occupied houses in the Sheffield Neighborhood, North Blue Ridge Neighborhood, McCoy Park Neighborhoods and Blue Valley Neighborhood

Amending Chapter 88, Zoning and Development Code, to authorize a reduction of parking requirements for multi-family residential buildings with more than 10 units, when at least 20 percent of the total number of units is provided as affordable housing.

Calling for submission to the qualified voters of Kansas City, Missouri, at the general election to be held on Tuesday, November 5, 2019, the question of temporarily increasing the tax levy for municipal purposes for a period of ten years by five cents ($.05) per one hundred dollars ($100.00) of assessed valuation on real and tangible personal property within the City; directing the City Clerk to notify the responsible election authorities of this election; enacting an affordable housing program upon voter approval; and recognizing an accelerated effective date.

 1. There may be a discussion regarding the Kansas City Housing Policy Report.
 
 2. There may be a general discussion regarding current Housing issues.
 
 3. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12.
 
 The City Clerk`s Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Driver`s License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
