Herb Hardwick, Counsel for the TIF Commission testified before the committee regarding the 5th Amendment to the financing plan. Joe Gonzales, TIF Commission, stated that the ordinance was to align bond revenues with the budget. The ordinance does not change the intent of the plan.

 Receiving the recommendations of the Tax Increment Financing Commission as to the W. 17th Street Tax Increment Financing Plan; approving the W. 17th Street Tax Increment Financing Plan; and designating a Redevelopment Area.

Bob Long, EDC, presented the TIF recommendations to the committee with regards to the West 17th Street (Vitagraph) project. Jerry Riffel, Lathrop and Gage, Attorney for the developer, participated in a power point presentation on what the project would entail. It is the intent of the developer to work with the Crossroads and Performing Arts areas with providing office space for staff working within those areas. It is the hope that musicians for the philharmonic will occupy space in the project area. Shirley Helzberg and Jay Tomlinson were on hand to answer questions about the project. Also testifying in behalf of the project were: Paul Hitpman David Morris Shaul Jolles Teri Rogers Handouts regarding the project are on file in the Office of the City Clerk.
