Accepting and approving a $489,895.00 contract with the Missouri Department of Health and Senior Services that provides funding for the City’s public health preparedness program; reducing revenue in the amount of $210,511.00 in the Governmental Grants Fund; and decreasing an appropriation in the amount of $90,771.00 in the Governmental Grants Fund.


PUBLIC SAFETY AND NEIGHBORHOODS COMMITTEE recommends "DO PASS"
Dr. Rex Archer and Ronnie Martin, Health Department both testified about the grant for public health preparedness program. The grant amount is $210,511.00. It will be distributed through the Regional Homeland Security Coordination Committee to partners that would take part in regional emergency to include First responders subcommittee, law enforcement and others. A chart and handout are on file in the City Clerk's Office.

Derrick Dydell and others were present to testify regarding the AIDS initiative grant and the distribution of funds and services. The grant amount is $187,284.00.

PUBLIC SAFETY AND NEIGHBORHOODS COMMITTEE recommends "DO PASS AS A COMMITTEE SUBSTITUTE"
Melissa McCloulin, grants coordinator and others were present to discuss the Police Grant fund for cold case DNA testing. Explaining that it (the grant) will help clear up cold cases that the department couldn't have done in the past because the technology was available in past years.

Amending the Building and Rehabilitation Code, Chapter 18, Code of Ordinances and amending the Fire Prevention and Protection Code, Chapter 26, Code of Ordinances by repealing Sections 26-3301.2, 26-3301.2.1, 26-3301.2.2, 26-3301.2.3, 26-3301.2.4, 26-3301.2.5 and 26-3301.2.6 and enacting in lieu thereof two new Sections 26-3307 and 18-400, pertaining to blasting and the use of explosives in mining or construction.

Calling for submission to the voters of Kansas City, at a special election to be held Tuesday, February 5, 2008 a question amending Chapter 34, Code of Ordinances, by repealing Article XII, Smoking prohibited in enclosed places of employment and public places, consisting of Sections 34-471 through 34-481, and enacting in lieu thereof a new article of like name and subject matter consisting of Sections 34-471 through 34-481, prohibiting smoking in enclosed places of employment and enclosed public places and ; establishing penalties for noncompliance; authorizing and directing the City Clerk to notify the responsible election authorities of this election; and recognizing this ordinance to be an emergency measure.
