Requiring that projects which are primarily residential in nature and are seeking economic incentives in the nature of the capture and redirection, or abatement or exemption of taxes to contain a minimum of fifteen (15) percent of the projects’ total number of units being deemed affordable for households having incomes equal to or below seventy percent (70%) of the median income for all households within Kansas City, Missouri.


SPECIAL COMMITTEE ON HOUSING POLICY recommends "HOLD ON AGENDA (9/18/2019)"
Mayor Quinton Lucas, presented this ordinance. This ordinance requires that projects which are primarily residential in nature and are seeking economic incentives in the nature of the capture and redirection, or abatement or exemption of taxes to contain a minimum of fifteen (15) percent of the projects’ total number of units being deemed affordable for households having incomes equal to or below seventy percent (70%) of the median income for all households within Kansas City, Missouri. The discussion included: one matrix to determining median income, the percent to be used for the number of housing opportunities and the housing projects to have affordable housing options. Mayor Lucas noted that there will be a committee substitute that will address the following: reducing the deemed number of affordable housing from 70% to 50%, and the total number of units that will be affected by this policy. RESOLUTION - Accepting the recommendation of the Central City Economic Development Tax Board to fund the economic development project proposed by UA KC EVE, LLC and 18th and Vine Redevelopment Corporation, generally located within the 2000 blocks of Woodland and Vine Streets in Kansas City, Jackson County, Missouri in the amount of $1,205,231.00 and authorizing the City Manager to negotiate a Funding Agreement for that purpose.

 Kate Bender, City Manager’s Office, provided the Comprehensive Affordability Strategy (CHAS) presentation. The presentation included: CHAS data overview, median family income for KCMO, HUD adjusted median family income, count of KCMO households by income group and tenure, count of cost burdened KCMO households, cost burdens, owners and cost burden by race/ethnicity.  2.
