RESOLUTION - Authorizing the Mayor of the City of Kansas City, Missouri to submit a letter to the Department of Defense requesting that the City be recognized as the Local Redevelopment Authority for property located at the Richards-Gebaur Memorial Airport


FINANCE AND AUDIT COMMITTEE recommends "IMMEDIATE ADOPTION"
Bob Lagenkamp, Finance Department, stated that the ordinance would authorize the Mayor to send a letter to the Department of Defense, Office of Economic Adjustments that would allow Kansas City to be considered and recognized as the local redevelopment Authority for portions of Richard-Gebaur Memorial Airport. Mr. Lagenkamp explained that the city had already acquired several portions of property in the same general area for the CenterPoint redevelopment projects. The Federal Government/Military has already begun the process of offering the property as required to other military agencies first. If no other government agencies acquires the property then civilian agencies would be consider. Unlike other property that was release to Kansas City at no cost the property being considered now would be purchased at fair market value. Councilman Fairfield asked if there were environmental issues within the property. Mr. Lagenkamp stated that there were a great many issues with the property but this would get the City leverage when negotiating the price. Dr. Eddy added that State Representative Emanuel Clever had already gotten approximately $400,000 for the purpose of abating environmental issue with in the City. There was no public testimony and no further discussion from the committee. The resolution was moved and seconded.

Reducing an appropriation in the amount of $100,000.00 in the GO Bond (2004 Series) Fund; appropriating it to the Beacon Hill Infrastructure account of the GO Bond Fund (2004 Series) Fund; and designating requisitioning authority.


FINANCE AND AUDIT COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Ralph Davis, Finance Department and Janice Gordman were present to testify before the committee. Mr. Davis stated that the ordinance would transfer funds from the Brooklyn Avenue accounts to the Beacon Hill accounts. This will allow the Beacon Hill project that is already underway to continue on schedule.
