Accepting and approving two twelve-month contracts in the amounts of $291,771.00 and $184,718.00 with the Missouri Department of Health and Senior Services to provide funding for the City’s Public Health Preparedness and Cities Readiness programs.

Tiffany Wilkinson, Health Department, gave a staff report of ordinance 160540. The Kansas City Health Department was selected after September 11, 2001 to be the recipient of a regional public health emergency and preparedness grant to provide resources to Kansas City and the surrounding area. These funds are dedicated to staff response planners to develop a plan to respond to any public health emergency, to work with and coordinate with local emergency management to provide a public health component as a first responder agency. These plans become part of the City response to emergencies. The staff also provide technical assistance to other counties in the metropolitan area to improve their capacity and response.

 1. Consideration of the Semi-Annual Docket item(s).

Authorizing acceptance of an award from the U.S. Department of Housing and Urban Development (“HUD”) of a Section 108 Loan Guarantee in the amount of $2,950,000.00; authorizing a Section 108 Loan Guarantee Agreement with HUD; estimating revenue and appropriating funds in the amount of $2,950,000.00; authorizing a contract, financing agreement and loan documents in the amount of $1,300,000.00 of Section 108 Loan funds with Faxon School Apartments, LP; authorizing the replacement of previously authorized CDBG funds with Section 108 Loan funds for the St. Michael’s Veterans Center and the YMCA of Greater Kansas City projects and authorizing contracts with both entities; authorizing a contract, financing agreement and loan documents in the amount of $1,650,000.00 of CDBG funds with Oak Point Partners, LP; designating requisitioning authority; and recognizing an accelerated effective date.

 2. Sergeant Carl Abraham, presentation of KCPD Fugitive, Arraignment and Apprehension Unit.
 
 Sergeant Carl Abraham gave the presentation from the Arraignment and Apprehension Unit. The Fugitive Apprehension and Arraignment Section is an element of the Violent Crimes Enforcement Division assigned to the Investigations Bureau. The Section is commanded by the Commander of the Violent Crimes Enforcement Unit, and is comprised of one (1) sergeant, nine (9) detectives and one (1) administrative Assistant. There have been 120 arrests per month, mostly in Jackson County. Charges ranged from possession crimes, to felony, to murder.
 
 3. Staff from Kansas City Fire Department will give an update on Response Time Report and EMS Collections.
 
 Chief Deputy Tom Collins, KCFD, gave a presentation of the KCPD Response Time Report on EMS Collections. Once the Response Team gets 2 years into the system, they will make sure numbers are accurate. There will be training for BLS Training and non emergency Transfers. A copy of the presentation is on file in the City Clerk's Office.
 
 4. There may be a general discussion regarding current Neighborhoods and Public Safety issues.
 
 5. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12.
 
 The City Clerk`s Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Driver`s License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
