FINANCE, GOVERNANCE AND PUBLIC SAFETY COMMITTEE recommends "ADVANCE AND DO PASS, CONSENT"
On October 6, 2018, operational problems at the Turkey Creek pump station resulted in flooding in and around the American Royal and on Southwest Boulevard. At the claimant’s property located at 2745 Southwest Boulevard, water entered the building through several entry doors. Water levels throughout the building reached from eighteen to twenty-four inches. The building was divided into office and warehouse space and houses a tour bus company. The finished office area was in good, pre-loss condition. This ordinance is to seek approval to pay an additional sum to the claimant.

Chief Donna Maize testified on this ordinance. Currently at least 75% of the basic need (Bunker Gear) for Firefighter protection is at, or past the 10-year NFPA recommended lifecycle. Many of the current Firefighter force only have one set of Bunker Gear.

This orsdinance directs managers and supervisors to make sure performance appraisals are submitted on time, as a penalty for supervisors and managers not completing appraisals on time the supervisor or manager will not receive a raise or review until all employee reviews have been completed.

Scott Huizenga, Finance Department testified on this ordinance. This is the annual, year-end ordinance to make final adjustments in Fiscal Year 2019-20. It consists of estimating revenue and adjusting appropriations in various funds to account for revenues and expenditures not anticipated at the beginning of the fiscal year. It also authorizes the Director of Finance so to replace the current Consolidated Funds series with a new series of Internal Services Funds, a naming and organizing convention that more accurately describes the funds and allows functionality more fitting of the funds’ uses. It further authorizes the Director of Finance to discontinue use of and close the Public Art Fund, as public art funds will now be spent from the GO Bond Fund. The ordinance authorizes the potential use of the General Fund’s emergency reserve, if necessary and gives the ordinance an accelerated effective date.
