Authorizing the City Manager to execute the Second Amendment of a contract with the Mid-America Regional Council to further the EnergyWorks KC program.


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Gerald Shechter, City Manager's Office and Tom Jacobs, MARC were present to testify. Mr. Shechter, explained that the EnergyWorks KC Program focuses on regional energy efficiencies in public buildings, creating policies, work force development opportunities and public education. Mr. Jacobs addressed Councilman Ford's question related to MARC involvement in the project and funding allocation. He said that funds are being filtered through MARC for the program. Councilman Glover asked if some of the functions of this grant had been done through previous grants. Mr. Shechter said that they may have been but that this grant expands the scope of the program. Mayor Pro Tem, Cindy Circo, suggested that a review of the plan for the benefit of the entire council would be helpful. Mr. Shecter stated that his group has been updating the information for the Council periodically and the information is available on line. There were final comments from the Committee but no public testimony.

Accepting supplemental funding from the U.S. Environmental Protection Agency to increase capitalization of the Kansas City Brownfield Revolving Loan Fund; estimating revenue and appropriating it in the amount of $1,609,348.00 in the Brownfield Revolving Loan Fund; and authorizing the Director of City Development to enter into an amended cooperative agreement with the U.S. Environmental Protection Agency.

Amending Ordinance No. 080023, which approved an amendment to a previously approved preliminary plan in District URD on approximately a 147.65 acre tract of land generally located on the south side of 63rd Street, west of Winchester Avenue, and the northeast corner of 65th Court and Winchester Avenue, by repealing subsections A.2, A.3, and A.4 of that ordinance to eliminate certain street improvement conditions.

Larry Stice, City Planning, explained that the ordinance would allow the developer to forego certain improvements near Time Warner facilities at 63rd Street and Winchester. He stated that the developer is requesting that the previously approved plan included three street improvements that are not necessary or have already been improved by other developments. Staff recommends the approval of the ordinance and allow the developer to forego the improvements as they are no longer needed and the funds allocated could be use to better serve the development. Mr. Stice indicated that the City has taken similar action for the St. Michael's project. Dave Frantze, representative for the developer stated that the improvements are no longer relevant for the project and may be done by a URD at a later date or have already been done. Councilman Glover asked if the improvements would be needed in the future? Mr. Frantze explained that the plan was developed in the 80's and the traffic flow issues of that time have been resolved. Councilman Glover asked who the developer for the project was? Mr. Frantze said that it was DST realtor's and a 2nd large investment group. Mr. Frantze requested that the ordinance be advanced as it had been held for a month. The item was advanced.

Amending Chapter 88, Code of Ordinances, through revisions, clarifications, and other administrative changes throughout the chapter; and repealing Chapter 25, Wireless Communication Facilities. (254-S-274)


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS AS A COMMITTEE SUBSTITUTE, DEBATE"
Maggie Moran, Law Department and Patty Noll, City Planning, were both present and testified that the ordinance before the Committee was a result of the periodic review of the City's Municipal Codes. During the review it was discovered that several codes were out of sequence and that, definitions as well as clarification issues needed to be corrected. A compare version of the changes was given to the Committee. Ms. Noll said that this was a housekeeping measure more than a change to the overall Municipal Code. There was a brief discussion of the changes and the Committee recommended advance and do pass to the Council.

RESOLUTION - Expressing the City Council’s support for the AdvanceKC strategic plan and underlying process and directing the City Manager to develop an ordinance whereby the City Council would approve the AdvanceKC Strategic Plan.

 Discussion regarding Downtown Housing. There may be discussion of Economic Development Priorities. There may be general discussion regarding current Planning, Zoning and Economic Development issues. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12. The City Clerk's Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Driver's License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
