Authorizing a $1,204,115.00 contract with Beemer Construction Co., Inc., for construction of water mains and storm and sanitary sewers in the vicinity of 14th and Walnut; and authorizing the City Manager to expend $1,404,115.00 for the project.

Mike Musgrave, CIMO, testified on behalf of this ordinance. This will authorize CIMO to enter into a contract with Beemer Construction Co., Inc., for construction of water mains and storm sanitary sewer in the vicinity of 14th & Walnut.

Authorizing a $3,948,872.00 agreement with Burns and McDonnell to provide Phase I program management and site clearing services for the new Downtown Arena and authorizing the City Manager to expend $4,148,872.00 for the project.

Authorizing an agreement with Kansas City River Trails, Inc.; estimating revenue in the amount of $210,000.00 in the Capital Improvements Sales Tax Fund; and appropriating it to the Riverfront Heritage Trail account of the Capital Improvements Sales Tax Fund.

Stan Harris, Public Works, testified on behalf of this ordinance. This legislation is necessary to acquire reimbursement from several organizations for work provided by the City for the Riverfront Heritage Trail, River Bluff Park at 4th and Beardsley.

Approving a plan for industrial development for the purpose of carrying out an industrial development project including the redevelopment and rehabilitation of an office building for Cerner Corporation; authorizing the execution of a cooperative agreement and a development agreement with Cerner Corporation and other necessary documents in connection with the plan.

This ordinance will approve the issuance of up to $180,000,000.00 of Variable Rate Demand Tax-Exempt Revenue Bonds Series 2004 by the Industrial Development Authority of Kansas City, MO. Terri Ward, NKC School District, supports the Cerner Corp request. Ed Beatrice, EDC president, in favor of this ordinance.

Providing for submission to the qualified voters of the City for their approval at an election called for Tuesday, April 5, 2005, the question of increasing the ad valorem tax levy for capital improvements and operating expenses for hospital and public health purposes by twenty-two cents ($.22) per one hundred dollars ($100.00) assessed valuation on real and tangible personal property within the City; directing the City Clerk to notify the responsible election authorities of this election; and recognizing this ordinance to be an emergency measure.

Rex Archer, Health Department, Troy Schulte, Budget Office, Latrisha Underhill, City Manager's Office testified on behalf of this ordinance. This ordinance will call to the public for a vote to raise the ad valorem tax levy for capital improvements and operating expenses for hospital and public health purposes. Tom Bowser, President of Blue Cross and Blue Shield, supports this ordinance. Pete Leavy, Chamber of Commerce, supports this ordinance. John Bluford, Truman Medical Center, supports this ordinance. KB Winterowd, 9400 Madison KCMO, supports this ordinance. Dennis O'Neall, Save Our Ambulance Service, is concerned that the levy would not be distributed evenly, per say to MAST, without more specific wording in the ballot language.

Approving the issuance of Variable Rate Demand Tax-Exempt Revenue Bonds (Kansas City Downtown Redevelopment District) Series 2005, by the Industrial Development Authority of the City of Kansas City, Missouri, in an aggregate principal amount not to exceed $180,000,000.00, in one or more series, to provide funds to finance certain redevelopment project costs; and authorizing and approving certain documents and actions in connection with the issuance of such bonds.
