Authorizing the Director of Water Services Department to enter into a $3,250,000.00 contract with Insituform Technologies USA, Inc., Contract No. 1029, Project No. 81000625, City Wide Sewer Main Rehabilitation; authorizing the Director of Water Services to expend $3,250,000.00 for the project; and authorizing the Director of Finance to return unexpended appropriations to the appropriate account.


TRANSPORTATION AND INFRASTRUCTURE COMMITTEE recommends "DO PASS"
Terry Leeds, Water Services was present and testified that the ordinance before the committee would authorize a contract with Insituform Tech. Inc., for City wide sewer main rehabilition. The City has many older small sewer and water mains that need to be replaced with larger ones. This contract will allow the work to continue.

Authorizing the Director of Water Services Department to enter into a $1,088,000.00 contract with Pyramid Excavation and Construction, Inc. for Contract No. 8492, Project No. 80001291, Small Main Replacement on Plate C-31, N.E. 88th Street to N.E. 96th Street, N. Broadway Avenue to N. Brooklyn Avenue; authorizing expenditures of $1,196,800.00 from previously appropriated funds; and authorizing the Director of Finance to return unexpended appropriations to the appropriate account.

Terry Leeds, Water Services, explained that the ordinance like the previous one is for the replacement and repair of 6 inch main to 8 inch mains this will increase the capacity, reliability and improve fire protection for the City.

TRANSPORTATION AND INFRASTRUCTURE COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Pat Klein, City Manager's Office, stated that the ordinance would correct a bugdet issue related to force reduction and changes in the department. The funds are now needed to continue construction observation of projects in Capital Projects Office.

Authorizing the Director of Public Works to execute a cooperative agreement with the City of Gladstone, Missouri, for use of Federal Transportation Enhancement Grant funds on the Shoal Creek Trail from Happy Rock Park to Maplewoods Community College; estimating revenue and appropriating $411,039.87 to the Capital Improvements Fund; and designating requisitioning authority.

Stan Harris, Public Works, explained that the ordinance would approve a agreement between The City Of Gladstone and the City Of Kansas City Mo. The agreement would allow a multi purpose connection between Shoal Creek Valley, Happy rock Park and Maplewoods Community College. Both Cities have received grant fund to contruct the pedestrian trail/ bicycle connection. When the project is completed it will allow Gladstone and Kansas City residents non-motorized access to shopping, residents and parks that did not exist before.

Authorizing various traffic signal modifications; estimating revenue in the amount of $1,135,000.00 in the Capital Improvements Fund; appropriating the sum of $1,135,000.00 to various accounts in the Capital Improvements Fund; and designating requisitioning authority.

Stan Harris, Public Works, testified that this ordinance would allow the installation of responsive traffic signals between 11th Street and 75th Street, Independence Ave between Charlotte and Brooklyn Ave. and addtionally Ward Parkway to Shawnee Mission Parkway and I-435. A Federal STP Grant will provide $700,000 for the projects.

Authorizing the Director of General Services to execute a Cooperative Agreement with the Kansas City, Missouri School District to provide surplus property disposal services; and authorizing the Director of General Services to execute four additional one-year Cooperative Agreements with the Kansas City, Missouri School District without City Council approval.


TRANSPORTATION AND INFRASTRUCTURE COMMITTEE recommends "ADVANCE AND DO PASS, CONSENT"
Gerald Smith, General Services, explained that this ordinance was the first step in an coopertative agreement between the City and the KC School District. Mr. Newsome of the KCSD stated that because of mass school closings the District finds its self with a surplus of desk, tables and other classroom equipment. This would be a positive thing for both the City and The School District. The City will provide a tried and true surplus property service and receive compensation. the School Board will receive much needed revenue. Both parties will hopefully gain the confidence of the general public in the spirit of cooperation.

Authorizing a $680,348.00 contract with Wilson and Company, for Agreement No. CS110064, Wornall Rd from 89th St to Ward Parkway and from 79th Street to 85th Street; and authorizing the Director of Public Works to expend $680,348.00 for construction of the project.

Stan Harris, Public Works, explained that the ordinance would allow roadway recostruction and water line replacement and also include daily construction inspection, construction management, required paperwork completion, sceduling of materals testing and review.

Amending Section 38-100.5, Code of Ordinances, by repealing subsection (b) and enacting in lieu thereof a new subsection (b) to address the setting of minority and women business enterprise goals on design-build contracts.

 The City Clerk's Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Drivers License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
