Reestimating revenue in the General Fund in the additional amount of $80,000.00; appropriating it to the Home Weatherization - KCPL account of the General Fund; authorizing an amendment to a cooperative agreement with Kansas City Power & Light Company increasing the amount by $80,000.00 for the Residential Conservation Program; directing the Clerk to file the ordinance and agreement with appropriate officials; and declaring an emergency.


NEIGHBORHOOD DEVELOPMENT AND HOUSING COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Bob Jackson, Weatherization Manager, talked about the ordinance. KCP & L would be providing funding for 32 families in Clay, Platte and Jackson Counties in the amount of $80,000 for weatherization purposes. This would be the fifth year that KCP & L had funded the program. Les Washington, Director of Neighborhood and Community Services, commended Mr. Jackson and staff for their work on this project. Mr. Washington stated that he had received a report from the State of Missouri indicating that the staff was one of the best agencies in the state in handling their programs. Councilwoman Becky Nace stated that she had an opportunity to tour on of the finished houses in the program. The results make a difference in the attitude of the homeowner and the neighborhood in general.

Estimating revenue in the amount of $52,000.00 and appropriating it to the Local Law Enforcement Block Grant Fund; declaring an emergency measure within the provisions of Section 15, Article III of the Charter.


NEIGHBORHOOD DEVELOPMENT AND HOUSING COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Gina Robinson, Manager with Neighborhood and Community Services, stated that the ordinance was to approve a cooperative agreement with Jackson County regarding judicated youths in the Kansas City area. The agreement provides funding for internships, art projects, etc. Jackson County contributes funds to the programs also. Councilwoman Becky Nace commented on the good coming out of the programs provided. She also expressed concerns regarding youth crime and possible gang related activities in the Kansas City area.

Approving contracts with various agencies in the total amount of $1,291,750.00 for projects and events from the Neighborhood Tourism and Development Fund.


NEIGHBORHOOD DEVELOPMENT AND HOUSING COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Gina Robinson, Manager with Neigbhorhood and Community Services, stated that she was sitting in for Megan Conger of the NTDF. She read a statement prepared by Ms. Conger regarding applications submitted. All the agencies had met the criteria set forth by the committee. Ms. Robinson stated that the next year funding would be higher than this year but the committee intended to put 10% of the funds into reserves for emergencies. Councilwomen Becky Nace and Saundra McFadden-Weaver talked about the program's reflection on Kansas City's positive side.
