RESOLUTION - Recognizing the Westport Neighborhood Plan as a neighborhood level analysis to provide more specific planning goals and guidance for the area generally bounded by W. 39th Street to the north, Main Street on the east, W. 43rd Street on the south and Southwest Trafficway to the west.

Diane Binkley, City Planning, provided a brief background on this resolution. Abby Kinney, Gould Evans Associates, provided a presentation on this ordinance. This ordinance recognizes the Westport Neighborhood Plan as a neighborhood level analysis to provide more specific planning goals and guidance for the area bounded by W. 39th Street to the north, Main Street on the east, W. 43rd Street on the south and Southwest Trafficway to the west. The fundamental components of the plan are public space, form, land use and character. There will be three main tools that will implement this plan and they are the Special Character Overlay District, Historic Overlay District and Strategic Rezoning. Strategic Rezoning will address height recommendations, guide rezoning of UR properties and limit height of hospital expansion to 10 stories. The Local Historic Overlay District will recognize all potential historic resources and districts, and prioritize action for local historic districts in residential areas as the most viable conservation tool to guide development in neighborhoods. The proposed Special Character Overlay District will use the fundamental components and recommendations to help manage materials, scale of developments, heights and uses that may or may not be inappropriate. Authorizing the execution and delivery of a Financing Agreement among the Tax Increment Financing Commission of Kansas City, Missouri; City of Kansas City, Missouri; Clay County, Missouri; and the Industrial Development Authority of the City of Kansas City, Missouri.

This ordinance authorizes the execution and delivery of a financing agreement among the Tax Increment Financing Commission (TIF)of Kansas City, Missouri, City of Kansas City, Missouri, Clay County, Missouri, and the Industrial Development Authority of the City of Kansas City, Missouri. Kimberley Spies, Rouse, Frets, White, Goss, Law Firm, provided a map on this ordinance. The bonds will be repaid through a TIF (North Platte Purchase TIF) , and redeveloper of TIF is MD management. This project will be supported by revenues generated by a Costco on 52 Hwy and Platte Purchase Rd. Projects were partially funded by the developer and the sales tax revenue that is captured through the Economic Activity Taxes (EATs) that will support the bonds. The bonds will fund infrastructure, public roads, signalization, sanitary sewer extension ,etc. The city will annually appropriate the EATS from the redevelopment area to support the bonds. Approving the Petition to Amend the Petition to Establish the Westport Community Improvement District II, generally bounded by 40th Street on the north, approximately 42nd Street on the south, Southwest Trafficway/Bridger Road on the west and Broadway/Central Street on the east, in Kansas City, Jackson County, Missouri; and directing the City Clerk to report the amendment of the District to the Missouri Department of Economic Development.

This ordinance approves the Petition to Amend the Petition to Establish the Westport Community Improvement District II, bounded by 40th Street on the north, approximately 42nd Street on the south, Southwest Trafficway/Bridger Road on the west and Broadway/Central Street on the east, in Kansas City, Jackson County, Missouri. Charles Renner, Husch Blackwell Lawfirm, provided an update on this ordinance. This amendment will allow a supplemental assessment to assist with additional clean up, security costs etc. It will also allow for an increase of CID sales tax from 1/2 cent to 1 cent if the district voters choose to do so.

Kerrie Tyndall, City Planning, provided a presentation of this ordinance. This ordinance authorizes an application to the Missouri Development Finance Board for the authorization of state tax credits in the amount not to exceed $4,000,000.00 to make possible the redevelopment of the MRI Global headquarters facility located at 425 Volker Boulevard, Kansas City, Missouri. This will include the Diagnostic Center of Excellence and the Science Education Conference Center, authorizing the City Manager to execute a tax credit agreement in the event that the application is approved. This project has an estimated investment of $17.3 million and involves the construction of the Diagnostic Center of Excellence, Science Education Conference Center and acquisition of specialized lab equipment. It will involve the relocation of 45 employees from Florida bioscience office to KC headquarters with an average salary of $80K. The new facilities will serve as a collaborative place for local universities and scientific community. Ms. Tyndall stated that the impact of this project will increase the annual average economic output of $6.3 million dollars for the City of Kansas City, $12.9 million for the state and $15.5 million for the Metro. Jerry Riffle, Lathrop Gage, provided further information on this project. Mr. Riffle stated that the contribution tax credits would be used to bring capital to the project to be constructed. He stated they are expected to raise $8 million dollars. Any contributors who contribute to the project will get a federal tax deduction of the same contribution, 50% of the contribution will go for Missouri certificates for Missouri State Income Tax Credit which could be used to pay state income tax credit or negotiated for cash. Thomas Sack, MRI Global CEO, provided detailed information about the Diagnostic Center of Excellence and the Science Education Conference Center. The Diagnostic Center of Excellence will be a 14,000 square feet renovation of headquarters building. This will increase opportunity for advancement in disease treatment and monitoring, advance MRI Global's market position , accommodate the relocation of the Florida facility, bring more research and development dollars to the local economy. Mr. Sack also stated that the Science Education and Conference Center will seat 300+ in order to host Science Technology Engineering Mathematics (STEM) events and conferences on a local and global scale. The Center will facilitate learning and foster collaboration, increase tourism dollars to the region, integrates technology to support teleconferencing and networking. It will be open for small, non-profit community groups as well. A digital copy of this presentation can be found in the City Clerk's Office.

This ordinance amends an existing development plan in District UR on about 3 acres bordered by E. Linwood Boulevard on the north, E. 33rd Street on the south, Michigan Avenue on the east and Woodland Avenue on the west to allow for a 4-story, 32 unit multi-family residential development in addition to the existing structures and uses. Olufu Agbaji, City Planning, provided a presentation for this ordinance. The original UR plan Ordinance 050510 was passed 5/19/2005 which was to allow the existing sanctuary and The Harold Thomas Center to remain and the construction of a link building between them. An amendment was made to the plan in 2014 by the Director of City Planning & Development to use the site as a detention facility and add a parking lot. This ordinance will allow for the removal of the detention facility, build a 5 story building and put the detention underground within the site.
