This ordinance will allow for residential land use in a manufacturing area on less than one acre generally located on the west side of Wyoming Street and 120’ north of St. Louis Avenue (938 Wyoming Street). This ordinance will amend the Cooperative Agreement with the Economic Development Corporation concerning the River Market Loan fund to allow a contribution of $25,000 for Citywide micro-loans to entrepreneurs that are unable to access capital from traditional financial institutions.

Authorizing the City Manager to execute a development agreement with Beacon Hill Student Housing Developers, L.C. for the development of up to 250 units of student housing and related facilities including a 200 space parking garage as well as provisions for the assemblage of the necessary land and a long-term ground leasing agreement for the land; and authorizing submission of the development agreement and this Ordinance to the U.S. Department of Housing and Urban Development (“HUD”).

 ARTS Report – Performance Audit: Urban Redevelopment Contracts Should be Monitored and Enforced Gary White, City Auditor, gave this presentation to the committee. He says that monitoring was not being done regularly prior to this audit. According to the findings of the audit, 5 out of 6 projects did not meet annual and financial reporting requirements. Dan Bagunu, Finance, and Jaime Green, Greenhouse Consulting, gave an update on what has been done since the release of this audit last year. The handouts are on file in the City Clerk's Office. There will be discussion of Economic Development Priorities. There was no discussion of Economic Development Priorities. There may be general discussion regarding current Planning, Zoning and Economic Development issues. There was no general discussion. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12. There was no Closed Session. The City Clerk's Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Driver's License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned
