HOUSING COMMITTEE recommends "DO PASS"
Troy Schulte, Budget Department, testified that the ordinance was a housekeeping measure allowing the appropriation of $1.6 million dollars from the Economic Development Initiative Grant HUD fund.

Authorizing acceptance and approval of the Missouri Department of Natural Resources Weatherization Assistance Grant in the additional amount of $712,310.00; estimating revenues and increasing appropriations in the amount of $712,310.00 in the Supportive Housing Rehabilitation Fund; and designating requisition authority.


HOUSING COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Bob Jackson, Neighborhood and Community Services, testified that this ordinance help to insure that the Weatherization Progam continues and begins to use green solutions. The program will resume taking applications in January. They expect to be able to help all the applicants that have previously been approved.

 There will be a discussion of the Rockford Hills Project (081169). Shirley Winn, Testified regarding this ordinance related to the repayment of loan. She said that the owner of property known as Rockford Hills has defaulted on two loans. One loan was for a million dollars and the other was in the estimated amount of $300,000 which staff recommends that the city pay in order to remain in good standing with HUD. There will be a status report on the City's Emergency Home Repair Weatherization and Low Income Heat Programs. Bob Jackson, testified regarding the emergency home repair and weatherization, low income heat program. There will be a status report on the City's Neighborhood Stabilization Program application to the State of Missouri & H.U.D. David Parks, NCS, testified regarding the stabilization program, the setup of the method in determinating how funds would be allocated. Councilman Skaggs asked what could be done to correct the error in allocations by HUD. Mr. Parks said that a letter has been sent to State Rep. and other partners asking that the state reconsider the allocations. There may be a closed session pursuant to Section 610.021(1) and (2) RSMo to discuss legal or real estate matters.
