RESOLUTION - Authorizing the Mayor to submit a grant application under the Violence Against Women Act (VAWA) of 1994 to the State of Missouri in the amount of $83,230.47 with a match of funds from the City of $27,743.49 for a full time domestic violence advocate position in the Domestic Violence Victim Assistance Program and two part-time prosecutors in the City Prosecutor’s Office.


NEIGHBORHOOD DEVELOPMENT AND HOUSING COMMITTEE recommends "IMMEDIATE ADOPTION"
Harriet Kuehne-Fry, Manager of the Domestic Violence Victim Assistance Program for the City Prosecutor's Office, stated she was appearing before the committee to get approval on submitting a grant that still carries on positions of two part time prosecutors and a domestic violence victim advocate. Councilman Glover asked if this was progress and how much. Ms. Kuehne-Fry stated that, in the past, the grant was a cooperative agreement with Jackson County but this year her office decided to apply under the City because there was some difficulty getting things processed between the two agencies. This is an ongoing program but this will be the first year the City will be administering it directly. No public testimony.

Authorizing execution of an agreement with the City of Pleasant Valley, Missouri, and an agreement with the City of Leawood, Kansas, to provide mutual assistance when significant emergency circumstances exist.


NEIGHBORHOOD DEVELOPMENT AND HOUSING COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Richard Gist, Fire Department, stated that these are agreements with Pleasant Valley, Missouri and Leawood, Kansas that allow for mutual aid in declared states of emergency, in times when services are vitally needed from one jurisdiction to another. In these situations, they allow Kansas City to call on either of these communities to provide fire fighters or equipment to assist in combating fires that may be taking place in those regions or to move their equipment closer to our city borders when our equipment is moved in other parts of the city to work. Similarly, it allows those communities to call upon Kansas City for assistance in emergency situations that are active and ongoing. These are consistent with other agreements that are held with communities surrounding Kansas City and consistent with agreements common within the industry. No public testimony.

Authorizing a $100,000.00 contract with Blue Hills Community Services for targeted minor home repair activities.


NEIGHBORHOOD DEVELOPMENT AND HOUSING COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Stacia Johnson, Housing Administrator,stated this ordinance is requesting authorization to enter into a contract with the Blue Hills Association for $100,000 to conduct minor home repair on fifteen units. They will be leveraging this amount with some additional funds. Councilwoman Nace asked if this is part of the CDBG. Ms. Johnson replied that this is part of the consolidated plan approval. No public testimony.
